State negotiators training: INTRODUCTION 12 July 2010 Szentendre, Hungary Maria Khovanskaya Climate Change Topic Area REC

In Copenhagen weve got a yellow card… …let us not get the red one in Cancun! 1.Objective: to introduce the state negotiators to the international climate change process 2.Structure of the training: a) Introductory par – first day b) Real negotiation day – second day c) Agenda – regular for the first day, and in the form of Daily Programme for the second day 3.Form of work: putting you in somebodys else shoes 1. Four negotiating groups which have tremendous impact on the negotiation process: China, EU, Russian Federation and USA 2. Participants will be divided into four groups each having a climate advisor 3. NB! Climate advisors cannot negotiate on behalf of their countries! They can advise the negotiators 4. Each group will elaborate its hidden and official agenda, and try to maximize their benefits through the negotiation process 4.The topic of negotiations will be revealed at the last moment!!!! (Hint: it will be the one of the four pillars of the Bali Action Plan)

What the negotiators will be doing 1.Play Keep Cool game! 1. Team Spirit 2. Remember how fragile is our Planet 2.Discuss today with their climate advisors on the main points of the positions of their countries in negotiations (You can continue your discussions at the dinner reception! And through wine tasting) 3.Re-convene at 9.00 a.m. tomorrow and receive the instructions from the game master. The topic of negotiations will be revealed, negotiation text – presented – 1 speaker 4.Have proper national consultations 9.15 – a.m. and prepare their countries statements for the Plenary 5.Present your country position at the Plenary 6.Discuss your countrys position regarding the negotiation text before the Contact groups 7.Try to maximize your benefits during negotiations keeping in mind that time for the Planet is short 8.Attend side events and listen to the topics related to climate change 9.Adopt/do not adopt the text during closing Plenary and make the final statement on what are the feelings of your delegation on the achieved results – 1 speaker
