Resurfacing Rating System 2014 Asphalt rating system Scale 1-5 ( 1 being the lowest rating and 5 being highest rating) 1- Heavily cracked, deteriorated, pressure ridges, slipping, bad edge of road etc…(Paving mandatory) 2- Block Cracking, bad edge of road, crumbling\raveling, wheel path wear (Paving recommended) 3- Moderate wear, some edge of road wear\cracking, 1st sign of slight block cracking (Resurfacing not recommended) 4- No longitudinal cracks, occasional transverse cracks, minor\repairable edge of road damage (Resurfacing not Recommended) 5- Newly over laid road, no damage, excellent condition
