The Barbary Wars The Barbary States are the present states of North Africa. These states had engaged in piracy for years The US suffered economic loss because of this piracy.

France gets Louisiana back 1763 – France looses Louisiana to Britain who then gives it to Spain in exchange for Florida. 1783 – US gains shipping access on the Miss. River 1784 – Spain closes Miss. River and New Orleans to foreigners 1799 – Napolean Bonaparte seizes power 1800- Spain gives Louisiana to France in exchange for Eturia, Italy. Livingston is sent with $10 mil. offer to buy New Orleans to France.

$15 million? Napolean shocked the US when he offered to sell all of Louisiana for $15 million. Why? France needed money to prepare for war with England France failed to suppress a revolt in Haiti led by Toussaint L’Overture.

Strict Construction? The US government could not acquire territory, but the government could draft treaties. That is what Jefferson did. Used the elastic clause.
