Western Regional Air Partnership 2003 Technical Workplan Elements Mike George & Bob Ramirez Technical Oversight Committee Co-Chairs November 12, 2002

WRAP 2003 Workplan & Budget 2003 Technical Workplan Complete §309 projects Regional technical support document for implementation plans. Begin work on §308 technical projects Design and coordinate technical analyses for §308, through development of a WRAP-wide technical quality management plan.

WRAP 2003 Workplan & Budget Air Quality Modeling Forum Extensive expansion of air quality modeling capabilities, including testing of new codes, development of emission and meteorological files for 2002, further model evaluation, improvements to the ammonia inventory, nesting of model grids, testing of plume-in-grid modules, implementation of process analysis techniques, and development of standardized post-processing tools.

WRAP 2003 Workplan & Budget Air Quality Modeling Forum Develop a meteorological model to cover a large portion of the land area of Alaska for simulating the effect of emissions regulated by the State at 2 of Alaska’s 4 Class I areas; the spatial extent of the meteorological model would capture most of the human population and a representative mix of emissions sources.

WRAP 2003 Workplan & Budget Ambient Monitoring & Reporting Forum A major effort to characterize the “Causes of Haze” at each Class I area in the WRAP region using IMPROVE monitoring and associated meteorological data to derive source category impacts, seasonal variations, trends, contribution of natural sources, et cetera.

WRAP 2003 Workplan & Budget Dust Emissions Joint Forum Significant new work on the definition of dust (geogenic material) observed on IMPROVE PM10 filters. Classification of natural and anthropogenic dust emissions. Technical investigations to better define the physical characteristics of dust aerosols.

WRAP 2003 Workplan & Budget Emissions Forum Creation of an emissions data management system to support tracking requirements for clean air corridors, the SO2 emission backstop trading program, fire emissions, and other programs as necessary. Updated emissions inventories for mobile sources.

WRAP 2003 Workplan & Budget Emissions Forum Development of emission inventories for representative communities in rural areas. Representative community emissions inventories are also planned for Alaskan villages, which have distinctly different activity patterns for visibility-impairing emissions.

WRAP 2003 Workplan & Budget Fire Emissions Joint Forum Updated and new emissions inventories for fire. Modeling to assess “de minimus” fire emissions tracking levels. Assessment of air quality model results for fire emissions’ sensitivity runs. Technical guidance on emissions reduction technique use, to support annual emissions goal reporting.

WRAP 2003 Workplan & Budget Tribal Data Development Workgroup “Tribal Emissions Inventory Software Solution” (TEISS) tool for use by tribes (and others), to facilitate development of accurate and consistent emissions inventories using a geographic information system as the framework.

WRAP 2003 Workplan & Budget Forums’ Co-Chair status Air Quality Modeling Forum – John Vimont, National Park Service (continuing); Mary Uhl, New Mexico Environment Department; Kevin Briggs, Colorado Department of Public Health and Environment. Ambient Monitoring and Reporting Forum – Marc Pitchford, National Oceanic and Atmospheric Administration (continuing); the TOC will consider adding a second Co-Chair next year, as needed. Dust Emissions Joint Forum – Mark Scruggs, National Park Service (continuing); the Forum held its first, organizational meeting last week.

WRAP 2003 Workplan & Budget Forums’ Co-Chair status, continued Emissions Forum – Dennis Schwehr, WEST Associates (continuing); Bob Ramirez, Salt River Pima-Maricopa Indian Community (continuing); Alice Edwards, Alaska Department of Environmental Conservation. Fire Emissions Joint Forum – Pete Lahm, US Forest Service (continuing); Ron Klein, Alaska Department of Environmental Conservation. Tribal Data Development Work Group – Ondrea Barber, Fort McDowell Indian Community (continuing); no additional Co-Chair has been identified to date.
