eDAMIS and SPC position (Luxembourg - May 2006) Meeting document (Item 9 - Data transmission strategy - CPS 2006/59/9) Extract: The SPC is invited – to commit NSIs to the principle that all their data should be transmitted to Eurostat via the Single Entry Point (SEP); – to make use of the facilities offered by the SEP for achieving a more effective oversight of statistical production by national authorities other than NSIs. eDAMIS in a few words eDAMIS Environment: Implementation of the concept of Single Entry Point Simple (no installation on users PC) Solutions adapted to different needs and users profiles (NSI & other Organisations) Facilitates fully automatic transmissions With value added services (traffic monitoring, Acknowledgements, ...) eDAMIS (eWA) already used today by all NSI In 2004 SEP coverage: 20% (80% email or CIRCA) High increase rate of the usage (30 to 50% this year) Objective 2006 (50%) => much higher for NSI The Direct Web Upload via eDAMIS Web Portal is put in first as it should become the tool used by most CNA eWA should only be used by main CNA (NSI, CB, …) The structured email (or email with GESMES files) is not recommended in most cases The Web Questionnaire via eDAMIS Web Portal should not be available before 2007

eDAMIS Methods to transmit data 3 main methods considered to send data to Eurostat 1. eDAMIS Web Application Local (Mainly NSI and Central Banks) Single entry Point For Data Reception 2. Direct Upload via eDAMIS Web Portal (smaller data providers) 3. Web Questionnaire via eDAMIS Web Portal The Direct Web Upload via eDAMIS Web Portal is put in first as it should become the tool used by most CNA eWA should only be used by main CNA (NSI, CB, …) The structured email (or email with GESMES files) is not recommended in most cases The Web Questionnaire via eDAMIS Web Portal should not be available before 2007

1. eDAMIS Web Application (eWA) (Local installation) Eurostat eDAMIS Basic validation Monitoring Archive Dispatching Notification Production Unit Statel CNA Data Statel Notification Acknowledgement Data Target: Important Eurostat data providers who are currently users of Stadium Client (Stadium VB or Stadium Web Application). Covers all transmission needs: Big files confidential files (to be encrypted) files to be pre-validated prior to their transmission (or prior to their encryption + transmission) EDI transmissions. eWP can be used as backup (failover) solution for eWA users.

Direct Upload via eDAMIS Web Portal (eWP) (Eurostat portal) Travel Data Any Place Data Eurostat eDAMIS Basic validation Monitoring Archive Dispatching Notification Production Unit Office Data Acknowledgement Web Portal Notification Data Main target: relatively small Eurostat data providers (who each send relatively few datasets to Eurostat) Secure upload guarantied via the usage of https protocol No need to install any tool (just need to have an internet browser) If Java is enabled, highly secure transmissions can be guarantied (with data compression)

Example of monitoring report Dataset occurrences traffic report For all dataset occurrences of “Road A1” received between Feb and April 2005 (extract) Explanation: This report gives for all dataset occurrences (one dataset for one period for one country), the following pieces of information: Dataset-id Is this dataset confidential ? Country, year, period and periodicity of transmission Date of first reception of a data file related to this dataset occurrence Date of last reception Indicative deadline (calculated on the bases of the date of termination of the period + the maximum delay for transmission) Delay (in days) between the first reception related to the dataset occurrence and the indicative deadline. In the example highlighted in a orange rectangle, you can notice that: For the confidential Dataset “ROAD_A1_Q” of Finland related to quarter 3 of 2004, the first data file was received on 25th February 2005 and the last on 22th March 2005. 5 data files related to the same dataset occurrence have been received between these 2 dates. The first data file was sent 3 days before the indicative deadline.
