Commandant’s Policy Statement The core strategic purpose of the Auxiliary is to continuously hone its expertise to perform three prioritized functions: (1) Promote and improve recreational boating safety; (2) Support Coast Guard maritime homeland security efforts; and (3) Support the Coast Guard’s operational, administrative, and logistical requirements

5 NR Auxiliary’s Value Auxiliary provides virtually all the CG Recreational Boating Safety (RBS) effort; Auxiliary provides capability to the inland lakes (Promote and improve recreational boating safety) Auxiliary conducts MOM patrols (Marine Operation Mission); #1 promoter of AWW (America’s Waterways Watch); and procured back-up comms; (Support Coast Guard maritime homeland security efforts) Auxiliary supports Sector DB, TRACEN Cape May, A/S Atlantic City, Atlantic Strike Team, ANTs, Stations, CGCs and ROs (Support the Coast Guard’s operational, administrative, and logistical requirements)

Overall execution of the 5th Northern Auxiliary Program Role of the Director Responsible for: Administering; Coordinating; Interpreting; Facilitating; Supporting; Advocating, Advancing; and Overall execution of the 5th Northern Auxiliary Program

Role of the Director Working together with: District Commodore; Auxiliary Board and Staff; The Auxiliary General Membership; CG Operations and Administrative Commands; and CG Area and District Staff.

Functionally Serve as advisor to the District Commander (ADM Justice) on all 5th Northern Auxiliary matters; and Direct representative of the District Commander at all 5th Northern Auxiliary events and on matters.

Organizationally Branch Chief within District Chief of Prevention Division (Captain Haynes); and Receive program policy direction from the Chief Director (Captain Rizzo/ CDR Barner/Steve Minutolo)

FY 2009 Cost of the 5th Northern Region Auxiliary $269,000 for AFC 30 Program Support; $62,500 for AFC 56T Program Support; $0 for Damage and disability claims; $369,370 for active duty pay and allowances and civilian pay; $62,000 for PPE; $68,000 for fuel costs; and $16,530 for SAMA.

The auxiliary is a self governing organization for its 2,500 plus members.

The Worth of the 5 NR Auxiliary Contribution 186,084 Hours @ $19.06*= $3.5M Property Saved - $1.2M Total $4.7 Million * Hourly rate of a GS-9 step 1

Return on Investment of the 5 NR Auxiliary Contribution $4.7M/847K= 5.55 For every dollar we put in we get nearly $5.58 in return or a 558% return on investment

Cost Comparison CG Patrol vs Auxiliary Patrol 41’UTB w/4 man crew UTB - ~$2,739.00 ph BM3- ~ $37.00 ph MK3- ~ $37.00 ph FN- ~ $36.00 ph Total - ~ $2,849.0 Auxiliary w/4man Crew Fuel - ~$30 ph Maint - ~ $4 ph Crew - ~ $4ph Total - ~$38.00 ph (CG – Aux) = $2, 811.00 ph Standard 41’ UTB Crew consists of a coxswain (BM3 most junior allowable), an engineer (MK3 most junior allowable), and a FN or SN (usually an E-2 vice E-3) Rates per hour for 41’ UTB and crewmembers taken from COMDTINST 7310.1L (CG Reimbursable Standard Rates) Outside Government Rate (Charging the public vice another Government Agency)

Value of the Auxiliary (cont.) Contribution to downward trend in boating fatalities “Preventative” SAR The only way to measure the value of prevention is to stop doing the prevention program for several years and see the impact.

Boats vs. Fatalities (Trends) The fatality rate per 100K boaters has declined over the past 17 years from 1990 to 2007, 7.8 fatalities to 5.3 fatalities per 100K boaters

Willingness to Pay OMB estimate says public life is worth $5.8M Thus the 3 lives saved by the 5 NR Auxiliary amounts to savings of $17.4M The cost of the Coast Guard 5 NR Auxiliary is $847,400, this alone represents a 205:1 return on investment ($17.4M/$847K)

Conclusion Auxiliary is worth far more than it costs! True value : Prevention of death, injury, and property loss or damage cannot always be measured.

In Summary DIRAUX Office interprets and administers policy and procedures to the Auxiliary so they can provide value added to the CG; DIRAUX Office coordinates with CG units for Auxiliary support; DIRAUX Office facilitates training for Auxiliarists:

In Summary DIRAUX Office supports desires of CG units by ensuring qualified well trained Auxiliarists; DIRAUX Office advocates on the Auxiliary’s behalf to D5 and local CG units; and DIRAUX Office advances the CG Auxiliary ensuring alignment with CG policy and strategic goals.
