PSAP and Radio Assistance Programs

Assistance Programs Should be approved, September 16th 1 million for PSAP 2 million for Radio Roll-out first week of October General provisions Specific provisions

Assistance Programs The District will provide reimbursement for Allowable Expenses subject to availability of funds, entity allocations and annual appropriation. Allowable Expenses are determined by the District Board of Managers and reviewed annually. In compliance with applicable State laws, this is a prospective policy. No previously purchased items or services will be considered for reimbursement. (Current year billing of multi-year contracts will be considered on a case-by-case basis) All expenses must be approved by the District, in advance, to receive reimbursement. The requesting entity must submit an Application for Funding consisting of the expenditures it is requesting. All applications must be received by June 30th. The deadline to submit the Reimbursement Request is August 31st.

PSAP - Application Process From the District’s website (www.tc911.org) hover over the “AGENCY ZONE” tab. From the drop down menu, click “PSAPS”, then “PSAP Assistance Program” on the left sidebar. From the PSAP Assistance webpage, click on either the “Application” or “Reimbursement” icon.  If you have not already created an account, please do so at this time.  Once you have successfully created an account, click on “Apply”, then “TC9-1-1 PSAP Assistance Program – FY2014”.  Complete the application and upload your documentation where indicated.  The applicant must be authorized by their entity to complete the Application for Funding.

Radio - Application Process From the District’s website (www.tc911.org) hover over the “WHAT WE DO” tab. From the drop down menu, click “REGIONAL RADIO SYSTEM”, and then click the “FY2014 Radio Assistance Program” link. If you have not already created an account, please do so at this time. Once you have successfully created an account, click on “Apply”, then “Radio Assistance Program - FY2014”. Complete the application and upload your documentation where indicated. The applicant must be authorized by their entity to complete the Application for Funding.

Application Process

FY2014 PSAP - Allowable Expenses 9-1-1 related recording systems and maintenance costs. 9-1-1 related CAD system upgrades and maintenance costs. Fire Station alerting hardware and software 9-1-1 related Professional Services Initial purchase of a call accounting or telephony management information system (MIS) if the PSAP does not already have such a system. 9-1-1 related Maintenance Contracts Training, including “back-fill” of position TECLOSE Classes Teambuilding and specialized classes Potential state-mandated classes

FY2014 PSAP - Allowable Expenses 9-1-1 related Dispatch Furniture and equipment 9-1-1 related Dispatch center minor remodeling Backup Power support for dispatch infrastructure UPS Generator Uniforms for Dispatch Personnel (“Sample” must be submitted with request) Personality assessment for Dispatch personnel Emergency Telephone Notification Systems EMD (Emergency Medical Dispatch) Limited 9-1-1 related Professional Memberships Limited 9-1-1 related Travel Expenses

FY2014 Radio - Allowable Expenses Recording system upgrades required as a result of converting to P25 and maintenance costs Radio interconnection of Fire Station alerting hardware and software P25 radio related Professional Services and Maintenance Contracts Backup power support for P25 radio infrastructure Uninterruptable Power Supply (UPS) Generator P25 radio related connectivity P25 user and connectivity fees P25 portables, mobiles and dispatch electronics P25 software and firmware, including maintenance P25 infrastructure (New sites or the maintenance of existing sites) Limited P25 “path forward” interim solutions

Telecommunicator Licensing Update Telecommunicators will have one year to get their Telecommunicator License. Hired as a “Temporary Telecommunicator” and can maintain that status for no more than one calendar year. Within that first calendar year, they must complete the Basic Telecommunications (1013) course and pass the state licensing test. In the first year of hire, they will also need to complete the Crisis Communication course. Beginning January 1, 2014, the L-1 form will need to be submitted for newly hired Telecommunicators. (Use the T-1 until then.) 20 hours of required training every 24 months can be any TCOLE accepted course(s)
