Draft framework regulation on IESS

Last DSS Very large agreement on the principle of an FR (separation of policy and technical aspects, integration, flexibility, layers, …) Helped clarifying the differences between delegated and implementing acts (not interchangeable, legally and politically) Agreements about several issues (planning, harmonisation, standards, quality, financing, feasibility, etc.) New proposals, taking comments into account

Article 1 : subject matter Cosmetic changes

Article 2: Substantial article on data collections Lists domains and topics (former annex I) Annex I introduces detailed topics Precision requirements (An. II)and sample characteristics (An. III) Possibility to revise detailed topics in annex one, conditioned by No significant adm. burden or cost Not more than 20% of detailed topics and variables
