Status Summary Wire New Mexico consists of two projects: a) Digital Microwave Project and b) Fiber Infrastructure Project. The DMW project was initiated in FY98. The project was required to convert an existing analog Microwave Network to Digital since analog microwave equipment was no longer being manufactured and support and maintenance was no longer be available. The main purpose of the DMW network is to provide the transport for two-way communications from all remote radio sites statewide. The Fiber project was initiated in FY05. It will provide a transport for broadband services in all areas around the state to state executive agencies and educational facilities. Both projects were combined in FY06 and the project name became Wire New Mexico. To date the DMW project has received $27,225,000.00. The funding for the project is: FY98- $1.0M, FY99- $2.225M, FY02- $6.667M, FY03-$3.33M, FY04- $2.0M, FY05- $5.0M, FY06- $5.0M, FY07- 2.0M. The Fiber project has received $6,800,000.00. FY05- $2.0 mil (Magnet) FY06- $4.8 mil. It is projected based on the project historical data that it will take approximately an additional $5.0 mil to complete the DMW project. The fiber project will also require additional funding based on build-out density. The two projects under Wire NM compliment each other and provide the infrastructure required to deliver broadband services statewide. 1/18/2019

Progress To date 55 remote radio sites have been completely upgraded from analog to digital. There are 12 other sites that are currently being upgraded but are not complete. Budget availability has allowed DoIT to continue the DMW upgrades. Continued funding will allow DoIT to complete the project. 1/18/2019

Attention Areas Weather and Fire restrictions have played a role in upgrade delays encountered at several remote radio sites. Site lease agreements have also caused unexpected delays Scheduling changes have been made, enabling DoIT staff to continue upgrading radio sites that are unaffected by weather. Department change have caused some delays because existing PO’s had to be changed from GSD to DOIT. 1/18/2019

Schedule The DMW project is continuing with approximately 8 to 10 sites being upgraded per fiscal year. The entire $2.0 million dollar appropriation will be used to complete sites already in progress in the Western and Southern regions of the state. The sites include Buck Mtn., Tinnie, Wheatland, Fox Mtn., Crockett, Cousins, Prewitt, Gibson Peak and Microwave Ridge. The money is being spent on Site & Tower construction, communications shelters and telecommunications equipment. The cost for upgrading a radio site will range from about $300K to $450K depending on telecommunications equipment required and the tower and shelter size. 1/18/2019

Deliveries DMW deliverables include: Broadband services for rural NM Digital Technology compatible with state data, voice and fiber networks Enhanced two-way radio communications Compliance with FCC frequency assignments. Digital equipment supported by vendors. 1/18/2019

Costs Projected DMW costs: Original requests for the project was approximately $25 mil. Projected costs have changed since original request due to increased costs in construction materials and telecommunications equipment. Additional funding will be requested to complete the project. 1/18/2019

Technology DMW project upgrade has enabled the state to go from an analog network that is no longer being supported to a digital network DMW upgrade has also provided broadband services that were not available on the analog network. DMW upgrade has enabled the state to remain compliant with FCC regulations. DMW upgrade has enabled the state to have a radio network that can be used for statewide interoperability. 1/18/2019

Resources DMW project resources: DoIT radio technical staff together with contractors work on the project DoIT is utilizing as many contractor resources as are available on state contracts DoIT radio technical staff also maintain day to day operations on two-way radio network and all facilities at radio sites. Additional resources could be required based on new services available with the new digital network. IV&V services will be provided by DOIT quality assurance group. 1/18/2019

Goals for Next Review Updates on project can be provided on a quarterly basis or as required. Technical status updates plus fiscal updates can be made available Project Management Plan will be provided. Project was initiated in FY98 but will adhere to new certification standards. Goal for Wire NM project include: Upgrade 8 to 10 radio sites in FY08 Integrate state fiber, data, voice and radio networks.
