David Pannell University of Western Australia SIF3 Social aspects David Pannell University of Western Australia

SIF3 process Based on local science, local knowledge, and state data, in a national framework Not just about technical aspects Not just an economic framework Highly integrative social, economic, biological, physical, policy Social aspects are right throughout SIF3 in the project process, in the framework

Social aspects and community processes in the SIF3 project Demo- graphic changes Project elements Partnership with NC CMA Collect and collate information Apply investment framework CMA’s planning processes Capacity building needs Social aspects Negotiation Collaboration Joint selection of areas and assets Shared aims and information Local community knowledge Local community and industry characteristics Behaviour change/ practice change Capacity-building mechanisms Economic drivers Open & transparent Broader community values (program goals) Regional values Communication Consultation

Social and community aspects in SIF3 framework Socially valued outcomes Decision rules Select mechanisms Information Local community knowledge Local community and industry characteristics Capacity to change (+technical info) Understanding of behaviour change Economic drivers Values (+technical aspects) Include mechanisms to build community capacity (extension, technology development, R&D) Target to situations where they will be effective Cost-effective strategies Achieve outcomes most fully More realistic targets (being honest with the community)

People as assets? Notably, we explicitly don’t treat people as assets in the framework Not appropriate Should treat communities like roads or rivers It’s about community benefit as a result of NRM Not about community processes per se Doesn’t mean that people aren’t central Doesn’t rule out less targeted capacity building activities (as a means to an end)
