Authorities Recognition of “Other-Party” Approaches
Presentation transcript:

Authorities Recognition of "Other-Party" Approaches 6th International Production & Airworthiness Authorities Joint Meeting with Industry Representatives from the International Aerospace Quality Group 1 September 2005 Langham Hotel Boston, Massachusetts 1/18/2019 IAQG Proposal for Authority Requirements for Other Party 2005-09-01.ppt

Joint “Other Party” Expectations Scheme Requirements: Industry remains fully responsible for conformance and compliance to applicable regulations Industry stays fully engaged in management of other party scheme Industry performs oversight of scheme Scheme employs qualified personnel (both industry and other party) Data is stored in a reliable, secure data base Other Party scheme is documented, including participant roles & responsibilities Organizations choosing to rely on scheme document their process for use No conflict of interest of any involved people 1/18/2019 IAQG Proposal for Authority Requirements for Other Party 2005-09-01.ppt

Authorities’ Requirements: Common Supplier Surveillance Standard Conditions for use of other-party supplier surveillance as part of a PAH/POA’s supplier control program. The authority of the PAH/POA may allow the use of other-party supplier surveillance provided: the other-party arrangement is documented and referred to in the Authority-approved PAH/POA procedures, and this does not result in delegation of supplier control responsibility and hence the PAH/POA remains responsible for application and direct assessment of any additional regulatory and/or quality/process/product requirements/standard, and the PAH/POA demonstrates control of the arrangement (e.g. quality standard/technical specification, qualification of auditors, and oversight of the system). 1/18/2019 IAQG Proposal for Authority Requirements for Other Party 2005-09-01.ppt

Authorities’ Requirements: Industry recommendation Conditions for use of other-party supplier surveillance as part of a PAH/POA’s supplier control program. The authority of the PAH/POA may allow the use of other-party supplier surveillance, including use by the PAH/POA supply chain, provided: the other-party arrangement is documented, makes reference to the Industry other party scheme used (ICOP, Nadcap, etc), and is referred to in the Authority approved PAH/POA procedures, and this does not result in delegation of supplier control responsibility and hence the PAH/POA remains responsible for application and direct assessment of any additional Regulatory and/or quality/process/product requirements/standard, and Industry demonstrates control of the other party scheme (e.g. quality standard/technical specification, qualification of auditors, oversight of the system) 1/18/2019 IAQG Proposal for Authority Requirements for Other Party 2005-09-01.ppt

Authorities’ Action At the end of the discussion on Authorities Recognition of "Other-Party" Approaches, we will be asking: Do you (Authority Executive Leadership) agree with our modified requirements?? 1/18/2019 IAQG Proposal for Authority Requirements for Other Party 2005-09-01.ppt

ICOP (Industry Controlled Other Party) Quality Management Systems (9100, 9110, 9120) 1/18/2019 IAQG Proposal for Authority Requirements for Other Party 2005-09-01.ppt

Authorities recognition sought Any POA/PAH/Supplier can recognize ICOP certifications with no further showing of quality system compliance Individual IAQG Sector’s (AAQG, APAQG, EAQG) are able to fully rely on another sector’s ICOP scheme and do not have to perform surveillance / oversight in another sector’s geographical territory 1/18/2019 IAQG Proposal for Authority Requirements for Other Party 2005-09-01.ppt

ICOP Scheme Satisfies the Joint “Other Party” Expectations Industry (POA/PAH) remains fully responsible for conformance and compliance to applicable regulations and does not delegate their supplier control responsibility Industry is fully engaged in the management of the ICOP scheme via the International Aerospace Quality Group (IAQG), IAQG Oversight Team (OT), Sector Management Structure (SMS) and 9104. Industry performs oversight of the ICOP scheme – of SMS, ABs, CRBs, Auditors, data repository... ICOP scheme employs qualified personnel (both industry and other party) – recognized ABs, accredited CRBs, approved aerospace auditors 1/18/2019 IAQG Proposal for Authority Requirements for Other Party 2005-09-01.ppt

ICOP Scheme Satisfies the Joint “Other Party” Expectations ICOP data, including accredited aerospace certifications, are recorded in a reliable, secure, industry controlled data base called OASIS (Online Aerospace Supplier Information System) ICOP scheme is documented in IAQG document 9104, including participant roles & responsibilities and provides requirements, based on three fundamentals: Use of accredited CRBs. Use of qualified and approved aerospace auditors. Use of international aerospace standards for quality management systems in aerospace industry. Organizations choosing to rely on the ICOP scheme document their process for use No conflict of interest of any involved people (consulting/certifying not allowed, training/registration separate) 1/18/2019 IAQG Proposal for Authority Requirements for Other Party 2005-09-01.ppt

Summary of ICOP Scheme - 9104 Harmonized IAQG writing 9104 - Requirements for Aerospace Quality Management System Certification/Registrations Programs addresses: Qualification and accreditation of CRBs. Assessment of quality systems by accredited CRBs. The principles for determining the content and duration of assessments. Reporting and control of nonconformities. The form of registration recommendations. Minimum standards of qualification and experience for aerospace auditors employed by CRBs. Authentication of auditors by CRBs, Accreditation Bodies (ABs) and the IAQG sectors. Oversight of ABs by applicable Sector Management Structure (SMS). Oversight of CRBs by applicable SMS and IAQG Original Equipment Manufacturers (OEM). Operation of the IAQG oversight function. 1/18/2019 IAQG Proposal for Authority Requirements for Other Party 2005-09-01.ppt

International Requirements for Certification Single global Quality standards International Aviation Authority recognition Harmonised systems of application Oversight/control by IAQG and Sectors Inter-National Accreditation control International Aerospace Industry Controlled Other Party Scheme One audit accepted by all Primes Approved Cert. Bodies & Registrars Active Industry participation Approved Aerospace Auditors Data easily available to all participants Global acceptance by supplier base 1/18/2019 IAQG Proposal for Authority Requirements for Other Party 2005-09-01.ppt

Authorities’ Action Do you (Authority Executive Leadership) agree with our modified requirements?? Do you (Authority Executive Leadership) agree ICOP meets these requirements?? Do you (Authority Executive Leadership) agree the ICOP scheme is acceptable for use by the entire aviation industry (supply base included)?? Any POA/PAH/Supplier can recognize ICOP certifications with no further showing of quality system compliance..... Individual IAQG Sector’s (AAQG, APAQG, EAQG) are able to fully rely on another sector’s ICOP scheme and do not have to perform surveillance / oversight in another sector’s geographical territory..... What vehicle will be used to provide Industry (IAQG) with the Authorities’ recognition of the ICOP scheme?? A single recognition letter co-signed by all the IP&A members to the IAQG?? Individual letters by local AAs to the IAQG?? Other ideas?? 1/18/2019 IAQG Proposal for Authority Requirements for Other Party 2005-09-01.ppt
