Slotting Horror Stories

Learning Objective Action: Review the HR Authorization Report to Ensure Proper Utilization Condition: Mid-grade HR Leaders in a classroom environment working individually and as a member of a small group, using doctrinal and administrative publications, practical exercises, case studies, personal experience, handouts, discussion and with an awareness of the Operational Environment (OE) variables and actors. Standard: Application includes: 1. Reviewing the MOS Structure. 2. Verifying personnel are properly slotted. 3. Verifying mismatches which are not assigned according to the commander’s priorities are an exception. 4. Verifying the HRAR review is complete. 5. Ensuring the HRAR has been reconciled against personnel and slots using eMILPO.

MOS Structure MOS Code (MOSC). The MOSC provides a specific occupational identity. It is used in the following ways: (1) To classify enlisted Soldiers. (2) To classify enlisted positions in authorization documents. (3) To provide detailed occupation identity in records, orders, reports, management systems and databases. (4) As a basis for training, evaluation, promotion and other related management subsystem development. The MOSC consists of nine (9) characters divided into five parts. These parts identify a Soldier's Primary MOS (PMOS), Skill Level, Skill Qualification Identifier (SQI), Additional Skill Identifier (ASI) and Language Indicator Code (LIC).

MOS Verified and Assigned IAW CDR’s Priorities a. PMOS or CPMOS assignment. b. SMOS or AMOS assignment. c. MOS substitute. Verify Soldiers, for whom no SMOS or AMOS slot is available, are assigned an MOS substitute for no more than 12 months. MOS in training. Commanders with classification authority can authorize exceptions to meet essential local needs.

HRAR Review ETS. Locate the ETS column on the HRAR. If there are any ETSs to occur within the next 30 to 180 days, direct a clerk to enter pending losses into eMILPO. Fill new vacancies. In order to fill the new vacancies with qualified Soldiers, you will need to locate qualified Soldiers in applicable position numbers. Immediately Available (IA)or excess personnel. The last step in reviewing the HRAR is reporting any IA or excess personnel. Active file. After IAs/excess personnel are reported, verify the HRAR is kept in the active file.

999 Series Positions 9990. Identifies re-assignable over-strength personnel who should be assigned to another local unit 9991. Identifies immediately available/excess personnel who cannot be effectively utilized and who have been reported to HRC for reassignment. 9992. Identifies incoming/assigned personnel who are waiting assignment to an authorized position. 9993. Identifies known losses; may be used by reporting units that desire to remove known loss personnel from authorized positions in order to more effectively evaluate unit status. UCMJ and Chapter separations should be placed in a 9993 position upon approval or confirmation of the separation.

999 Series Positions (Cont.) 9994. System generated for Attached Soldiers. These Soldiers are slotted on the authorization document of their parent unit. 9996. Identifies assigned temporary status personnel. Three categories of ―9996 are: (a) Assigned temporarily in replacement detachments pending specific assignments (b) Assigned non-permanent party Soldiers for basic combat training and AIT units, officer or warrant officer candidate schools, formal Army service schools and courses, allied Army Forces, joint colleges, projects (not TDY), personnel control facilities after returned to military control, and correctional holding detachments, or US disciplinary barracks. (c) Soldiers attending civilian institutions for the purpose of receiving instructions (NOT TDY). 9999. Identifies potential gains.

Over-strength and Immediately Available Personnel Over-strength Personnel: These are Soldiers who have MOSs that are authorized in their unit, but their numbers exceed the available positions for their particular MOS or skill level. You can be over-strength in a certain MOS but still have Soldiers legally positioned (e.g., using cross-leveling assignment of Soldiers on the installation). Immediately Available Personnel: These Soldiers with MOSs for which there are no positions available in their particular unit, even by "cross-leveling" will be assigned throughout the installation.
