CTP Program Updates Laura Algeo, FEMA HQ

The next phase of the CTP Program’s Five Year Operations Plan is finalizing the Action Plan Matrix CTP Program Five Year Operations Plan (Ops Plan) Implementation Timeline   December 2016: The Ops Plan was completed and disseminated to all CTP Program and FEMA stakeholders for review and comment The final plan discusses five (5) operational goals, eleven (11) main objectives and twenty-five (25) actions January 2017: The Ops Plan review period concluded in January 2017 Comments were received from FEMA HQ, RPMLs, CTPs, and FEMA Regions The PM Team developed an Action Plan Matrix which outlines timelines for implementation for the 25 actions Initiatives such as updating the Blue Book, developing a CTP Training Plan, and introducing a preliminary CTP Recognition Program for example, are well underway February 2017: FEMA will socialize the key initiatives underway in the CTP Program and will leverage the Action Plan Matrix as our key planning document Updates on all of the actions will be provided monthly. FEMA will leverage the CoP Steering Committee* as needed to provide guidance on key actions The final draft of the Blue Book will be disseminated to the CoP for review *The CoP Steering Committee includes FEMA HQ, CTPs, Regional CTP Program Management Leads, and CTP program partners (ASFPM, for example)

Other programmatic schedules are as follows: Ops Plan Rollout Schedule, continued March 2016: The “new” CTP Program EMI Special Topics Course structure will introduce an new technically-focused course The final Blue Book will be released after it passes through FEMA Public Affairs review The new e-learning CTP 101 Course will be released This course will be a recommended course for new CTPs and FEMA staff as well as for PTS and CERC contractors. April 2017: The CoP General Meeting on April 19, 2017 will introduce the CTP Recognition Program and the Blue Book Rollout draft CTP Program Training Plan Procurement Schedule: Submit to GPD for draft by January (done) Submit to OCC for review by January (done) Get updates for signature lists (in progress) Get final grant numbers (dependent on getting final planning memo for 2017 and an actual appropriation) – will be a quick turn around from when you get your numbers, so please be ready Post NOFO (hopefully by April if the CR is resolved at that time and we have appropriation) 60-day open grant period Review and back and forth with potential grantee Obligation by September 18, 2017

FEMA updated the Blue Book to help CTPs better determine leverage and in-kind services for projects 2011 Blue Book 2017 Blue Book A small workgroup of PTS, CERC, PM Team, RPMLs and FEMA met monthly to create this new structure. The 2017 Blue Book is a departure from the 2011 with a more robust list of project elements 2017 Blue Book Project Elements Unit costs have been developed for the following mapping project elements:   Discovery Risk Communications and Outreach Field Surveys Topographic Data Development Base Map Preparation Enhanced Study (Detailed Riverine) Enhanced Study (Limited Detail Riverine) Perform Coastal Analysis Detail Alluvial Base Study (Appropriate Analysis) DFIRM Production Distribution, and Finalization Non-Regulatory Risk Products 2017 Blue Book Project Elements Unit costs have been developed for the following mapping project elements:   Flood Risk Project Management Discovery Task Discovery Outreach Mitigation and Community Outreach Risk Review and Resilience Outreach Post-Prelim Outreach DD-Basemap DD-Survey DD-Topographic DD-Terrain DD-Hydrology DD-Hydraulics DD-Coastal DD-Levee DD-Floodplain Mapping Note: DD is Data Development Draft FIRM Database DD-Preliminary FIRM Issuance Post-Preliminary Processing DD-Flood Risk Products (FRP) Coordinated Needs Management Strategy Coordinated Needs Management Strategy (CNMS) Update

The 2017 Blue Book has two tables representing both Leverage and In-kind Services Data Leverage Table: Indicates the value of data that is readily available (from existing data) and has been previously prepared at community/state expense. Data should be reviewed at CTP expense to assure CTP has an adequate grasp of data available and its agreement with the current Standards for Flood Risk Analysis and Mapping. The table identifies the suggested range of values based on the data available and the level of effort it will save FEMA in the update and revision of the National Flood Hazard Inventory. Note that prices listed are industry averages In-Kind Table: Indicates the value of CTP staff and services rendered in support of a Risk MAP Project. The table identifies a suggested range of values based on effort expected and is intended to allow CTPs to review the services their staff will provide as in-kind services. CTPs should review the services that they will perform in support of a Risk MAP Project and review both the assumptions and the range of efforts identified in the right hand columns to identify their level of effort and value of in kind services to be performed by CTP staff.

The new data tables show the leverage type and levels of effort for each project element Note: The Draft Blue Book is scheduled for FEMA review in February 2017. The CTP Community of Practice will also review the Blue Book and FEMA will give a webinar about the Blue Book at the CoP General Meeting on April 19, 2017.
