Regulatory Insights x Advanced Analytics Industry Day May 2018

The Opportunity for Government Use advanced analytics, including artificial intelligence methods, to derive insights on the stock of 2600+ federal regulations Better understand how advanced analytics and artificial intelligence can be used for regulatory policy development – including evaluation The resulting analysis will inform the regulatory reviews announced in Budget 2018, which aim to make Canada’s regulatory system more agile, transparent and responsive, so as to support innovation and business investment

The Benefits Identify language and regulations based on regulatory best practices to support innovation (e.g. systems recognition, technology neutral approaches) Understand complex interrelationships to identify opportunities to simplify or cluster (e.g, business lines, modes, across value-chain) Identify effective language or language that may be too prescriptive or unclear Gain insight into how final regulations have addressed stakeholder feedback For the regulatory field… For the advanced analytics community … Showcase how advanced analytics can support government policy analysis and decision-making Better understand how government and industry can work together to produce insights and tools

The Method & Sequence May June August September Request for Information Advanced Analytics Community Engagement Days May Request for Proposals (RFP) June Analytical Demo Projects Submitted to TBS August Regulatory Insights x Advanced Analytics Symposium Analysis products and reports posted on TBS website September Communicate what we need, ask what is possible, and discuss compensation for these insights and tools Provide open data and information sets Based on industry engagement, post RFP detailing requirements, statement of work, showcase and deadlines for submission Deliverables in the form of tools, analytical products and prototypes that provide insights on federal regulations submitted to TBS (includes methodology for verification purposes) Showcase analysis products TBS will organize at least one monthly meeting with regulatory experts to answer questions

The Approach This project will provide the Regulatory Insights showcase participants with: Access to expertise within the Government of Canada Access to senior decision-makers An opportunity to showcase their proof-of-concept at a September Showcase Winners will be placed on a list of pre-approved vendors for government departments to use for procuring goods and services

The Data Regulations S.I. S.O.R. C.R.C. Justice Canada Has XML versions of the database of Acts and Regulations Contains a point-in-time archive of all Acts and Regulations (PITXML) Repealed Regulations have a <Repealed> tag SI documents are in the archive, but since they are not regulations they are outside the scope of the analysis Regulations S.I. The Factors for Success Results – ability to demonstrate value-added to regulatory policy analysis (e.g. areas to streamline, modernize, cluster) Scalability – Replicable and applicable to ongoing TBS regulatory policy/challenge function Timeline – A need to launch quickly and have insights by end of summer to inform advice for Budget 2019 Flexibility – Insight into areas of the regulatory stock that could be modernized via various approaches Verifiability – The methodology for the insights can be tested
