Phased Audit Program Consensus is discontinue participation Believe the program is too intrusive Requires additional administrative effort LTA communication from DOE on current status Audit is not consistent with DOE G 435.1-1 facility is properly licensed and/or permitted facility complies with applicable regulations facility has an acceptable history of operational and regulatory performance

Distribution of Findings

H&S Program Area Request H&S program be removed from audit Poses little or no risk to DOE Regulations subject to interpretation Interpretation may conflict with regulators Potential exposure to public scrutiny Area not reviewed for other procured services If not removed, suggest verbal report

Closing DOECAP has been enlightening and to the extent possible, helpful Auditors are more cordial and less adversarial Believe it’s in our best interest to discontinue our participation in the phased audit approach We welcome meeting with DOE counterparts to improve the program
