Presentation Overview Budget SSSP Student Equity BOG Fee Waiver Residency Priority Enrollment

Budget Update 2014-15 SSSP received additional $100 M $199.2 M Total (Excludes SE and $2.5 M for Tech Asst.) $70 M allocated to districts for Student Equity $ 185.2 M allocated to districts Proposed 2015-16 Budget includes additional $100 M each for SSSP and Student Equity SSSP match adjustment if funding increase approved (SE has no match requirement) More $ = more expectations/accountability The program received an additional $100M for 2014-15. 2.5 million of that is dedicated towards the new state technical assistance project. That amount does not include the amount funded for Student Equity. $181.7 M of that amount will be allocated to districts. The $14.3 M difference between the two is dedicated on an ongoing basis for Common Assessment and the Education Planning initiatives, as well as a smaller amount to cover the college subscription costs for CCC Apply. That $181.7 M will be split between credit and noncredit SSSP. I will talk about the percentage of the split in the next slide.

Student Equity & SSSP Relationship Student Equity is broader - SSSP supports Equity SSSP focuses on services for entering students SSSP identifies individuals needing more help Student Equity identifies groups needing more help SE focuses on services and instruction for new and continuing students through completion SB 1456 requires coordination of SSSP & SE Plans Student Equity Plan Matrix addresses SSSP services SE funds can be spent on SSSP, other services, & curricular redesign if justified by the disproportionate impact study. Both programs address student success but each with its own focus SSSP focuses on providing key support services for entering students and continuing at-risk students. Student Equity focuses on closing achievement gaps in both access and success in underrepresented student groups Student Equity addresses practices at the institution as a whole, and encompasses both support services and instruction SSSP is the entry point in bringing students into the institution It helps identify students that need additional assistance based on their assessment levels (basic skills) & ed. planning Pathways into and through the organization (SSSP) and interventions targeted to specific groups to help students to reach their goals (course completion, graduation, transfer) through Student Equity.

Residency Update Veterans Nonresident Tuition Fee Waiver (Sec. 702 of HR 3230; AB 13 - Enrolled 9-4-14) Effective July 15, 2015, federal legislation (HR 3230) disapproves a course provided to an eligible nonresident veteran and/or eligible family member if the institution charges tuition and fees for that course at a rate that is higher than the rate that would be charged to CA residents. In response, state legislation (AB 13) passed by legislature Colleges may exempt nonresident veterans (or their dependents) who are using their GI Bill benefits from paying nonresident tuition CO working on guidance There’s a question as to whether the language in AB 13 actually contains the necessary statutory language needed to make the intended change or to ensure that resulting enrollment can be reported for state apportionment.

Residency Update Veterans (Sec. 702 of HR 3230; AB 13 - Enrolled 9-4-14) Covered individuals: Receiving Montgomery and Post-9/11 GI Bill educational assistance; and Enrolls within 3 years of discharge after serving 90 days or more on active duty Anyone using transferred entitlement w/in 3 years of transferor’s discharge after serving 90 days or more on active duty Surviving Spouses or Children under the Fry Scholarship who enroll w/in 3 years of an active duty Servicemember’s death in the line of duty after serving 90 days or more Individuals who remain continuously enrolled after initially meeting the requirements and are using CH 30 or 33 Required for priority enrollment. Residency Update AB 2000 Amends first condition of AB 540 (attended CA HS for 3 or more years) to allow combination of k-12 attendance for 3 or more years w/ 3 years of CA HS credit issued by a CA HS CCC, CSU and UC working on updating AB 540 Affidavit form DACA (determinations made on/after June 5, 2014) If the student meets the requirements of physical presence & intent, the they can be classified as resident for purposes of assessing tuition Not precluded from AB 540 nonresident tuition fee exemption Could receive BOGFW if they meet eligibility requirements Required for priority enrollment.
