Mission To engage and strengthen Maryland’s community development industry and encourage comprehensive community development through advocacy, partnerships, and capacity building.  

CDN promotes, strengthens and advocates for Maryland’s community development industry that serve urban, rural and suburban communities across the state.  

Vacant and Abandoned Property Tools Land Banks – Quasi-governmental agencies established to acquire, manage, maintain and repurpose vacant and abandoned and vacant foreclosed properties. https://www.hudexchange.info/resources/documents/LandBankingBasics.pdf Receivership – used in Baltimore City, Frederick City, and Salisbury for blight elimination Code Enforcement Demolition Foreclosed Property Registry  

Preliminary Findings from Vacant and Abandoned Property Survey 48 total respondents 42 Municipalities 6 Counties Scale of 1-5: Vacant and Abandoned properties as a result of a mortgage foreclosure are slightly more prevalent (3.8 ranking) than absentee landlord/investor owned properties (3.1 ranking) 23% of respondents have a vacant properties registry.  

Preliminary Findings from Vacant and Abandoned Property Survey Definition of vacant property: 43.7% said they use the International Building Codes definition of a nuisance or vacant/abandoned property. 11% said they use Baltimore City’s definition 4% have a certification process to certify a vacant and abandoned property  

Preliminary Findings from Vacant and Abandoned Property Survey Foreclosed Property Registry: 47% said they use the Foreclosed Property Registry In the comments, many users said they found it not helpful because of the timing and quality of information Tax Sale questions to be analyzed separately  

2017 Proposed Initiatives Community Development Fund: creates a fund and a permanent funding source for community development. Tools to Eliminate Vacant and Abandoned Properties: Revising the Land Bank law to allow jurisdictions to create Land Banks, tax sale reforms, conversations about the Foreclosed Property Registry, and more.
