USPS Training Center Solution Establish a set of schools at locations across the US to provide USPS On-the-Water training directly to the public Self-sustaining schools managed by USPS Headquarters Staffed by paid instructors who are USPS members Provided with 2 or more dedicated training boats Teaching POTW to the public on a regular basis 1/31/2019 Boat Operator Certification Committee
Contract for training facilities – a Squadron building, Yacht Club, Marina, Freedom Boat Club, Etc. Each school has the potential to exceed the number of students currently taught by USPS each year
School Locations Establish initial schools in areas with high boating populations Start in warmer regions, then expand to more northern locations as the program becomes established Consider alignment with large squadrons that have appropriate facilities 1/31/2019
Grant Request For 2017, asked the US Coast Guard for a grant to lay the foundation for this program. The deliverables include: Establish 5 schools (east coast, Florida, Gulf coast, west coast, Pacific Northwest) Provide basic classroom facilities for up to 8 students Operate 2 training powerboats per location Identify and train staff Develop National and Regional marketing programs Subsidize tuition during the startup phase

Education Dept Showcase Change in POTW Policy 29 March, 2014 Effective 31 March 2016 Reimbursement of Training Costs - The BOC Committee will reimburse squadrons and districts for their expenses from teaching Practical On-the-Water Training to dues-paying USPS members (except boat rental). Cost Reduction - The materials will be optional for USPS members taking the training
What This Means for You You can now teach POTW for FREE to dues-paying members Any USCG license requirement for instructors is eliminated (unless you charge a fee) POTW becomes a strong membership incentive and valuable recruiting tool Squadrons benefit from increased dues and member involvement
Revised POTW Curriculum Updated to reflect the new ANSI On-Water Power Standards for Recreational Boat Operation A new textbook will be included in the student kit
Committee Update Work continues on boat categories beyond basic powerboats for future expansion of the certification program
