Pasadena City Council Finance Committee APPROVAL OF AN AGREEMENT WITH LOS ANGELES COUNTY TO ACCEPT AND ADMINISTER $8 MILLION IN MENTAL HEALTH SERVICES ACT INNOVATION GRANT FUNDS FOR TRANSITION AGE YOUTH AND GERIATRIC EMPOWERMENT MODEL PROGRAMS Pasadena City Council Finance Committee October 22, 2018

Background On August 14, 2018 The LA County Board of Supervisors approved funding to the Public Health Department in the amount of $8 million over four years from the Los Angeles County, Department of Mental Health (DMH) “Mental Health Services Act (MHSA) Innovation 2 Grant to implement two-specific population approach through the Collective Impact Approach. Provide safe spaces to provide support services to individuals impacted by mental health issues, experiencing trauma, complex health needs and facing homelessness.

Funded Strategies Strategy 3 Strategy 6 Transition Aged Youth (TAY) Peer Support Networks and Outreach & Engagement to TAY by TAY Strategy 6 Geriatric Empowerment Model (GEM) Program

Project Wrap-Around Services Established in 2015 in partnership with Human Services & Recreation Department, funded by SAMHSA Systems of Care Grant to serve youth from 0-21 of age to address severe and complex mental health issues through counseling services, crisis intervention, care coordination services and education. Provides culturally and linguistically appropriate mental health services to youth and their families who may be experiencing a life transition, stress, anxiety, depression, loss, displacement, other difficult issues and other high-risk situations.

TAY Services (Project Wrap-Around) TAY (18-24) services will include: Case management supportive services, linkages and follow-ups Outreach & Engagement Services Onsite Housing Specialist Recreational activities Trauma-Informed Services Computers/Internet Peer-to-Peer Support Services Youth Events Employment (Foothill Workforce Development) Youth Social Support Activities Training for the TAY Support Network

Heritage Clinic PPHD recommends approval of a contract without competitive bidding with Heritage Clinic Pasadena-based 501(c)3 nonprofit organization with over 40 years of experience of mental health expertise in the services required by the grant Directly contracted DMH agency serving the aging population in Pasadena and the San Gabriel Valley Heritage Clinic would provide a full-time GEM Supervisor (Mental Health Clinician), two full-time Case Managers, one full-time Housing Specialist, a full-time Community Education Specialist, and a Data Manager to deploy the implementation of the supportive and engagement services for the GEM Program.

Heritage Clinic (continued) PPHD recommends approval of a contract without competitive bidding with Heritage Clinic The GEM Program will implement an educational component to support business, neighborhoods, community residents and city-departments around the issues of homelessness. Contract value of $509,450 in FY 2019 with a total value not-to-exceed $2,037,800 over the term of the four-year grant

Heritage Clinic (continued) Established in 1979 Provides mental health services to adults 55+ and their families, who may be experiencing a life transition, stress, anxiety, depression, loss or other difficult issues. Serves individuals whose mental health issues range from mild anxiety and depression to bipolar disorder, schizophrenia, and chronic or major depression. Services are tailored to address the unique needs of each individual.

GEM Center Direct Services GEM Center services will include: Onsite case management, with screenings and warm handoffs to mental health, medical, dental, and social or supportive services Onsite nurse Onsite housing specialist Meals (breakfast, lunch, and snacks) Recreational activities Computers/Internet

GEM Center Direct Services (cont.) GEM Center services will include: Meals (breakfast, lunch, and snacks) Laundry Shower facilities (via a mobile unit, ADA compliant) Lockers Clothing (basic, example white socks) Service animals will be welcome inside * Services are for those who are enrolled in the program.

Geriatric Empowerment Model PPHD has created a broad, inclusive community collaborative to develop and deliver a GEM program that will provide innovative, coordinated, and comprehensive services to older adults. Partners include: Heritage Clinic City of Pasadena Human Services and Recreation Dept. Huntington Hospital Community Health Alliance of Pasadena (CHAP) Wesley’s Health Center Union Station Homeless Services Friends in Deed Pasadena Unified School District Pasadena Partnership to End Homelessness YWCA Pasadena-Foothill Valley First Responders (PD & Fire) Lake Avenue Church, Church of Nazarene and other faith-based organizations Pacific Clinics Pasadena Public Library Housing Department Homeless Community Members

Community-Level Approach The grant will support further collective impact efforts around issues impacting seniors and youth through: Community Capacity Building Strategies Prevention and reduction of the incidence of trauma- related mental illness by involving communities in promoting the health and well-being of their members. Continues to support the Systems-of-Care Philosophy.

DMH Funding The Innovation 2 Grant funding is a four (4) year grant, 2018-2022 through the Mental Health Services Act (MHSA). Program(s) will support the current strategies under the Social and Mental Health Division. Program staff are term-limited positions and only sustained through the grant funds. All program related activities will be maintained by the grant.

Recommendation It is recommended that the City Council: Find that the proposed action is not a project subject to the California Environmental Quality Act (“CEQA”), pursuant to Section 21065 of CEQA and Sections 15060(c)(2), 15060(c)(3), and 15378 of the State CEQA Guidelines and, as such, no environmental document pursuant to CEQA is required for the project; and Authorize the City Manager to enter into an agreement with the Los Angeles County Department of Mental Health (DMH) to accept and administer Mental Health Services Act (MHSA) Innovation 2 grant funds on behalf of the City of Pasadena; and Amend the Public Health Department’s Fiscal Year (FY) 2019 Operating Budget by recognizing and appropriating funds of $2 million in DMH MHSA Innovation grant funding and increasing the department’s personnel allocation by 13.20 Full-Time Equivalents (FTE), grant-funded, limited-term positions; and

Recommendation (continued) It is recommended that the City Council: Authorize the City Manager to enter into a contract, without competitive bidding, pursuant to City Charter Section 1002(F) Contracts for Professional or Unique Services), with Heritage Clinic for geriatric services for one year with three one year renewals, at the discretion of the City Manager and contingent on continued grant funding, in an amount not to exceed $590,450 per year; and Grant the proposed contract an exemption from the competitive selection process pursuant to Pasadena Municipal Code Section 4.08.049(B), contracts for which the City’s best interests are served, for the reasons stated in the body of the report.
