Motorcycle Operator Manual (MOM) and Knowledge Test Question Database State Motorcycle Safety Administrators Conference Motorcycle Operator Manual (MOM) and Knowledge Test Question Database

Background The MOM was originally developed in 1978 by NHTSA and other stakeholder organizations. In recent years MSF has maintained and updated the MOM for jurisdictional use. Following a recent NHTSA and AAMVA project to develop a uniform non-commercial model non-commercial driver testing system, NHTSA requested that a similar project be undertaken for motorcycle testing.

Methodology Appointed a Stakeholder Advisory Group Andrew Krajewski, SMSA (MD MVA) Raymond Gaulin, GHSA (CT DMV) James Heideman, MSF Dave Wendell, Pacific Northwest Motorcycle Safety, Inc. Mel Lish – Evergreen Safety Council John Sudlow, University of Illinois Motorcycle Rider Program Michael Jarman, NC Div of Motor Vehicles Michael Turcott, WA State Patrol

Literature review of State motorcycle manuals Developed a new MOM manual and knowledge test item pool The MOM & Item Pool were field test by the Georgia DDS, Motorcycle Rider Education Program

AAMVA released the MOM Manual and Item Pool to the SDLAs in March 2015

What’s in it for you? The MOM manual and knowledge test item pool was developed by AAMVA for YOU which means You have a voice! The AAMVA Test Maintenance Subcommittee reviews the manuals and item pool twice a year to identify required revisions You will have the opportunity to provide input related to suggested revisions to the manual and the item pool!
