Background The MOM was originally developed in 1978 by NHTSA and other stakeholder organizations. In recent years MSF has maintained and updated the MOM for jurisdictional use. Following a recent NHTSA and AAMVA project to develop a uniform non-commercial model non-commercial driver testing system, NHTSA requested that a similar project be undertaken for motorcycle testing.
