WHY BUDGET FOR STAFF CAPACITY DEVELOPMENT? Business Planning is driven by performance improvement: Increase Collection Efficiency Reduce NRW Improve Energy Efficiency At the heart of all of this: The Human Component

WHY IS CAPACITY BUILDING IGNORED? Lack of appreciation of the importance of training at the management level. Not always easy to be noticed investment. Lack of a vision in developing and retaining a prepared workforce. Political interference in hiring practices at water utilities. Lack of recognition for the importance of this work – protection of public health and the environment.

TIME FOR INSTITUTIONALIZED CAPACITY BUILDING The process by which training becomes mandatory by an institution as part of fulfilling a requirement (regulatory, compliance) Number of training hours/year/employee % of annual O&M spent on training

BENEFITS OF CAPACITY BUILDING Helps with staff retention – motivates people making them more committed to their job. Brings efficiencies in utilizing internal know-how and expertise instead of external expertise (usually very expensive). Improves utility's performance. Attracts great employees – today’s generation wants more than just a paycheck.
