Documenting Best Practices for the MASAM Project September 2018

MASAM Round 2 is about: Maximizing the gains from Round 1 project implementation; Addressing gaps as identified in the independent assessment in terms of project design, application of social accountability tools and models, greater institutionalization and mainstreaming of best practices

What constitutes “Best Practice”? Defined as: A technique or methodology that through experience and research has proven reliably to lead to the desired result.

Possibility of Replication Some considerations: Criteria Description Effectiveness The practice must work and achieve results that are measurable. Efficiency The practice produces results with a reasonable level of resources and time. Sustainability The practice is implementable over a long period with the use of existing resources. Possibility of Replication The practice is replicable elsewhere in the country.

Documenting and Reporting Best Practice Standard Sections Introduction; Stakeholders and Partners; Approach and Methodology “Best Practice” Elements Guide Questions IMPACT What has been the impact of this good practice on decision-makers, ordinary citizens, and clients of the government service? VALIDATION Confirmation by the beneficiaries that the practice address their needs properly. Has the practice and its results been validated with stakeholders/final users? How? INNOVATION AND SUCCESS FACTORS In what way has the practice contributed on an innovation in governance, decision-making and service delivery?What are conditions that need to be in place for the practice to be successfully replicated?

Documenting and Reporting Best Practice CONSTRAINTS What are challenges encountered? How are they addressed? LESSONS LEARNED What are key messages and lessons learned to take away from the experience? SUSTAINABILITY What are elements that need to be put in place for the practice to be politically, institutionally and socially sustainable? REPLICABILITY AND/OR UP-SCALING What are possibilities of extending the practice more widely? How can the practice be replicated or adapted to a new context?
