Number of Claims per User, 2003 Rizzo, Fox, Trail, and Crystal, State Pharmacy Assistance Programs: A Chartbook—Updated and Revised, January 2007 Number of Claims per User, 2003 In the 11 states for which claims and user data were available, the average number of claims per person filling a prescription was 33.9 in 2003, ranging from 13.3 in South Carolina (although this is based on six months of data) to 44.3 in Pennsylvania. In addition to utilization by enrollees, the number of claims per user can be influenced by the number of days’ supply per claim allowed by a program, the presence of deductibles, the number and type of drugs covered, and regional variations in prescription drug utilization.
