4th Meeting of the Energy Resiliency Task Force at EWG53 Singapore, 25 April 2017 APEC Energy Resiliency Project Updates APEC Initiative for Enhancing the Quality of Electric Power Infrastructure Takato OJIMI President, APERC

Kick-off Aim to develop high-quality electric power infrastructure and provide stable supply of electricity in the region Co-sponsored by the Philippines, Peru, Chinese Taipei and the United States Launched by introducing the overview of the initiative at the EWG49 in Gyeongju, Korea, on 22 June, 2015 The 1st Workshop was held in Tokyo, Japan, on 25-26 August, 2015

Cebu EMM12 At the 12th APEC Energy Ministerial Meeting in Cebu, the Philippines, on 13 October, 2015, Ministers welcomed the launch of the Quality Electric Power Infrastructure Initiative and instructed the EWG to formulate the guideline

2015 EMM Declaration and Instruction We welcome the new APEC Initiative for Enhancing the Quality of Electric Power Infrastructure taking into consideration not only resilience to extreme weather events but also lifecycle costs, environmental impact, responsiveness to changing market circumstances and business continuity. (para. 9) <EMM Instruction> We instruct the EWG with the support of APERC, in cooperation with other international and regional organizations to formulate a document of best practices to enhance the quality of electric power infrastructure in the Asia-Pacific region. (para. 2)

Progress 16-17, December 2015 EWG50 <Hawaii, the United States> Reported the result of the 1st Workshop 9-13 May, 2016 EWG51 <Canberra, Australia> Explained the draft guideline to EWG members 30-31 August, 2016 2nd Workshop <Tokyo, Japan> Discussed the content of the Guideline September, 2016 Final Draft Guideline was circulated for comments by EWG members October, 2016 The Guideline was endorsed by EWG

Guideline The APEC Guideline for Quality Electric Power Infrastructure was developed Power Infrastructure

Structure Part I defines “the quality of electric power infrastructure” Part II and III provide factors to be considered to secure the “Quality” during FS/planning/construction phase and operation phase respectively Part I : Definition of the Quality, “Six Components” Part II FS/Planning/Construction phase Part III Operation phase Appendix Measurement of performance evaluation indicators 4. Measurement approaches of performance evaluation indicators during business operation phase 2. Example of evaluation criteria for Pre/Q 3. Example of qualification criteria in bidding specification

Components Initial Performance Stable Supply Life Cycle Cost (LCC) Power Infrastructure (Thermal Power Plant) Output Stable Supply Cost Operating Hours Life Cycle Cost (LCC) Ability to Smoothly Stop and Recover External Factors Environmental and Social Consideration Environmental destruction, etc Industrial accidents, etc Safety

Recent Development 18 October, 2016 3rd ERTF, EWG53 <Moscow, Russia> Japan, overseer of the project, reported the outcome by introducing the essence of the APEC Infrastructure Guideline 18 November, 2016 APEC Ministerial Meeting (AMM) <Lima, Peru> Introduce the Guideline to APEC Ministerial Meeting 20 November, 2016 APEC Economic Leaders Meeting <Lima, Peru> Reiterate the importance of quality infrastructure 2017 ~ Dissemination activities of the Guideline are envisaged in future

2016 AMM Declaration <Energy> We reaffirm our commitment towards Leaders’ aspirational goals (energy intensity, double share of renewable energy, inefficient fossil fuel subsidies). We welcome the completion of the APEC Guideline for Quality Electric Power Infrastructure and Energy and Economic Competitiveness Report. We recognize that sustainable development, energy access, energy resilience, and energy security are critical to the shared prosperity and future of the region. (natural gas market in the APEC region) We endeavor to achieve a more secure and safe energy infrastructure and (nuclear)

2016 Leaders’ Declaration We affirm our commitment to promote investment with a focus on infrastructure in terms of both quantity and quality. We reiterate the importance of quality infrastructure for sustainable economic growth. Recognizing the important elements to realize quality infrastructure identified in APEC Connectivity Blueprint 2015-2025 and its subsequent works, we are committed to translate this concept into actions including in ICT, energy and transport.
