Did not leave any section untouched. These issues included, proper classification of document, lack of clarity issues, Leakage rate conflict with CFR, independent closing, field repair vs. shop repair, failure reporting solidifying communication between user and manufacturer. The leakage criteria that has been in place has been adequately evaluated and deemed acceptable. There is always the option for users of this document to use tighter criteria, but this document establishes the minimum requirements. BSEE allows this leakage rate as long as provisions for offloading valves are met. 2/5/2019 14H Status - 6/14/2012

Proposed Significant Changes Classification of Document 14H has significant safety implications to critical processes. Task-group decided to review/re-write of 14H under the presumption that the document would qualify to be re-classified as a standard, with language to match. Most clauses modified to read as requirements instead of guidance, for example: Clause 5: “Replacement Parts should be qualified parts…”  “Replacement parts shall meet or exceed OPD (Original Product Definition) requirements…” Clause 8: Repair documentation “shall be maintained for the possession period of the equipment while it is in service as an SSV/USV. Documentation shall accompany the equipment during transfer of ownership.” Review for Clarity and Intent Streamlining of Scope clause Added Normative References Section Alignment of terminology with 6A: Example: Onsite repair  Field repair Streamlining of Scope clause: Clause 1 was rearranged to clearly communicate the intent of the standard. This was done by clause 1.2 covering equipment addressed by the standard and clause 1.3 specifying what areas covered in the use of that equipment. Proposed Significant Changes Proper Classification of Document (Testing, Clause 7) Operation and Pressure Holding tests consolidated into a single procedure. Test procedures for SSV and USV were consolidated into a single procedure. Specified a total of 3 cycles comprising the operation test (not specified previously). Changed requirement for duration of pressure-holding period to be a minimum of 3 minutes. Test modified to allow operators to use alternate equipment/methods having the required precision to measure leakage across the SSV/USV. Added explicit requirement for zero leakage on pressure-containing components. Pressure Build-up Methodology, Annex A, reviewed and enhanced. Annex now has the following structure: Clause 6 (Testing Procedures): This clause was re-written in its entirety. Proposed Significant Changes Failure Reporting No longer a “User Recommendation” Documentation Requirements Exhibits 1 through 3 incorporated into main body under clauses 8 and 9, using tables. Table 9.1 (was Exhibit 1): Failure Report for Surface Safety Valves (SSVs) and Underwater Safety Valves (USVs) Table 9.2 (was Exhibit 2): SSV/USV Repair Record Sheet Table 9.3 (was Exhibit 3): SSV/USV Functional Test Data Sheet For Onsite Repairs Offsite repairs (and Exhibit 4) were eliminated from scope of 14H Clause 6 (Testing Procedures): This clause was re-written in its entirety. “Operator to provide written report of failure of equipment repaired to  covered by 14H to the manufacturer.” Exhibit 4: Exhibit 4 SSV/USV Functional Test Data Sheet For Offsite Repairs eliminated from document. 14H Status - 6/14/2012 2/5/2019
