Indoor Simulated Marksmanship Trainer (ISMT) Description/Summary of Program Requirements The Indoor Simulated Marksmanship Trainer (ISMT) is an interactive audio/video weapons simulator that provides enhanced marksmanship training, weapons employment training, and tactical decision making training for a variety of individual and crew-served weapons. This procurement will provide upgraded and more compatible ISMT systems to fulfill an immediate need to provide necessary simulated weapons training in environments where live fire is not possible due to resource availability or physical constraint. The new systems will replace the older systems at various locations throughout the Marine Corps Reserve (MFR). Family of Combat Convoy Trainers (FCCT) Description/Summary of Program Requirements The Family of Combat Convoy Trainers (FCCT) consists of Combat Convoy Simulator (CCS) and Virtual Combat Convoy Trainer/Reconfigurable Vehicle Simulator (VCCT/RVS). The FCCT facilitates training for convoy tactics, techniques and procedures, use of weapons in compliance with the rules of engagement, and verification and validation of unit standard operating procedures. This procurement will provide a system upgrade to select hardware components (i.e. image generators, projection system); transition the VCCT/RVS and CCS into a single FCCT hardware and software baseline; and provide 2 years of Contractor Logistics Support. MAGTF Training Systems Support (MTSS) Description/Summary of Program Requirements The Marine Air Ground Task Force Training Systems Support (MTSS) contract uses a combination of L-V-C training methodologies to develop, strengthen, and expand the war fighting capabilities of the MEF Commander, his Command Element, Major Subordinate Commanders and their associated staffs with the principle focus on battalion-level operations supporting MEF inherent operations training the COCOMs, sister services and selected federal agencies. MTSS is the principal USMC mission support contract providing training services for the functional and technical support necessary to plan, prepare, and execute USMC individual, unit and staff training events; modeling and simulation support; Combined Arms Staff Training, doctrine support; and C2 sustainment training to principally USMC operational forces. The support provided by the MTSS contract is in conjunction with USMC specific training, and Combatant Command sponsored Joint, Combined, and Coalition exercises. The MTSS contract supports training at multiple USMC designated CONUS and OCONUS training sites. Contractor SME support services include but are not limited to: supporting training events employing current fielded modeling and simulation systems; the operation of designated information systems (and follow-on versions thereof); and the development of supporting training documentation and Plans of Instruction. Virtual Training Systems Support (VTSS) Description/Summary of Program Requirements The Virtual TSS program will provide continuous life-cycle support for fielded ground training systems to include various types of simulators/training devices and other support as directed. The Virtual TSS contract will provide this support via firm-fixed price, performance based contracts with commercial vendors. The contractor shall be responsible for operating and maintaining these simulators/training devices both CONUS and OCONUS in support of Marine Corps and other Service training requirements. The Virtual TSS contract will provide full time support at all major Marine Corps Bases, installations, and stations and on call support to myriad USMC Reserve sites and other satellite stations. Supporting Arms Virtual Trainer (SAVT) Description/Summary of Program Requirements The SAVT is a system that provides realistic training for Joint Tactical Air Controllers (JTAC), Forward Air Controllers (FAC), and Forward Observers (FO) in the placement of tactical ordnance for Close Air Support, Naval Surface Fires and Surface Fires to support initial schoolhouse qualifications and Annual Currency requirements. This type of training is approved for replacement of up to 33% of live fire requirements. Combined Arms Command and Control Trainer Upgrade System (CACCTUS) Description/Summary of Program Requirements CACCTUS is an upgrade to the USMC’s CAST (Combined Arms Staff Trainer). Using the system components and capabilities - simulation, 2D and 3D visuals, interfaced C4I, synthetic terrain, and an after action review, the concept of operations for the CACCTUS system is to immerse the trainees in a realistic, scenario-driven environment to enable commanders and their battle staffs to train or rehearse combined arms tactics, techniques and procedures and decision-making processes. The system is currently providing training up to and including the battalion level. This contract will accomplish software development and Post Deployment Software Support (PDSS), with annual software releases and 24/7 support of current fielded baseline. One month mobilization at beginning of contract.
