ENGENDERING POPULATION CENSUSES IN TANZANIA 2/5/2019

GLOBAL FORUM ON GENDER STATISTICS PAPER PRESENTED AT THE   GLOBAL FORUM ON GENDER STATISTICS ROME, ITALY 10TH –12TH DECEMBER, 2007 By: Ms Radegunda H. Maro National Bureau of Statistics TANZANIA. 2/5/2019

Topics of Discussion Introduction Problematic Areas/topics What could be done to minimize discrepancies at analytical stage of census results? Experiences and challenges of engendering population census in Tanzania Conclusion 2/5/2019

Introduction Statistical information is a vital tool in establishing human development at all levels. Administrative records are not very effective in developing countries The population and housing census is the main source of social, economic and housing conditions In Tanzania four Population Censuses has been undertaken since independence in the year 1961. 2/5/2019

Problematic Areas/topics Employment is one of the areas that are problematic for getting good information of both women and men. The classification of data into occupation and professions leaves a lot to be desired since it is not possible in the census to classify to the level of different professions in the smallest groups of occupation. The problem can be minimized by undertaking surveys, which will supplement the census information. 2/5/2019

Problematic Areas/topics cont. Education is another area, which has problems in getting good information in the census Recorded information relies on the responses from the head of household No tests to justify the responses and no certificates requested to justify the answers. Challenge can be addressed by requesting the respondents who admit that they know how to read and write to read to prove their cases 2/5/2019

Problematic Areas/topics cont. Housing data obtained from the Population and Housing Census does not indicate the owner of the dwelling whether is a woman or a man Question on tenure refers to the household and not to individuals in the household 2/5/2019

Problematic Areas/topics cont. Ownership of the land where the dwelling is located Ownership of the household items 2/5/2019

Testing to improve the census instruments and questions What could be done to minimize discrepancies at analytical stage of census results? Proper definition of statistical units is key to obtaining high quality social and economic statistics Testing to improve the census instruments and questions Sensitization of the respondents before the enumeration on the importance of giving correct answers Completing reviews of the questionnaires efficiently and on time before the data processing 2/5/2019

Experiences and challenges of engendering population census Harmonization of the projections of the census data for the period 2003 to 2025 to avoid duplication of efforts in the production of official statistics These projections being done by the National Statistics Office strengthens the availability of accurate engendered information from the census. 2/5/2019

Experiences and challenges cont. Dissemination of the census results to the grass root level and in simplified form apart from the availability of engendered information dissemination is difficult to implement due to budget constraints Observation of the census periodicity 2/5/2019

Conclusion Efforts be made to address the engendering of the census and other surveys whenever possible 2/5/2019
