EU research on sustainable natural resource management for more inclusive societies and a greener economy Rio+20 Rio de Janeiro, 18 June 2012 Jakob Rhyner United Nations University, Institute for Environment and Human Security (UNU-EHS) Bonn, Germany

Developing the cluster Background In its 2009 call, the FP7 Cooperation Work Program contained a coordinated topic : Climate induced changes in water resources in southern Europe and neighbouring countries as a threat to security and selected: WASSERMed (ENV.2009.1.1.5.2) (Water Availability and Security in Southern Europe and the Mediterranean)  Economic aspects of water security CLIMB (ENV.2009.1.1.5.2) (Climate Induced Changes on the Hydrology of Mediterranean Basins)  Hydro-climatic aspects of water security CLICO (SSH.2009.4.2.1) (Climate Change, Hydro-conflicts and Human Security)  Socio-political aspects of water security

The CLIWASEC cluster Critical mass of 45 Partners

Objectives of the CLUSTER Scientific Synergy Study Sites are comple- mentary in scope, region and scale share information and data  compare and integrate model results: - GCM/RCM - hydrological - socio-economic  discuss progress and problems on the WP level & during GAs  joint publications

Achievements Scientific Synergy and Policy Outreach - joint publications

Objectives of the CLUSTER Policy Outreach Study Sites are comple- mentary in scope, region and scale Identify common stake- holder groups  Develop common ele- ments/media for dissemination  Produce common science-policy briefs on thematic priorities

Scientific Synergy and Policy Outreach - joint brochure

Implementing the cluster Challenges (for any comparable cooperation) Defining and Implementing the Interfaces - integrate methods from natural and social sciences - propose common solutions for water resource management under CCC - finding complementary case studies Bridging Scales - work focuses on various spatio-temporal scales (micro-, meso-, macro-) - transfer/regionalize findings from representative case studies to other regions Reducing Uncertainties - identify the sources and quantify the magnitude of uncertainty - fusing methods and results to mitigate the levels of uncertainty

Challenge and Potential The Nile Delta case study

Case Study – Nile Delta, Egypt Monitoring topographic deformation through RS - average displacement velocity [mm/year] – - persistent scatterer interferometry

CLICO Divergent Adaptation: Adaptation becomes divergent when the success of one individual’s adaptation causes a subsequent reduction in another individual’s adaptive capacity.

Conclusion Findings & Recommendations towards Cooperation Interfacing projects - great in theory – has some advantages to Large Scale Integrative Projects - not easy in practice (budgetary and resources must be ensured) - requires a clear concept from the very beginning (practically the Call) Exchange of Data & Information - must be greatly improved between projects to avoid redundancy - data clearinghouse (!!) Simplifying Cooperation… - more flexible funding mechanisms (e.g. COST, IRSES) - centralized integrative workshops and seminars - downsize project administration
