2011 Population and Housing Census in Estonia The census moment: midnight between 30 and 31 December 2011 E-census from 31 Dec 2011 to 31 Jan 2012 Interview census from 20 Feb 2012 to 31 Mar 2012

Publishing the results Two months after the end of the census, the preliminary results of the 2011 census were published (on 31 May 2012): the age-sex distribution of the population and population figures by county. By the end of 2013, all the results of the 2011 Population and Housing Census had been published, incl. data on population composition and location, migration, dwellings and living conditions. Some additional data and tables were published in 2014 (for example on the built-up localities in Estonia). The publication of census results was three times faster than in the 2000 census.

Statistical Database (http://www.stat.ee/database) There are 316 tables of census data, available to all users in the Statistical Database (in Estonian and English). The first 13 of these tables were published in 2012 (August, September and December), and the last in 2014.

News releases and press conferences In 2012–2013, Statistics Estonia issued a news release and held a press conference every time that the results for a new census domain became available. There were 16 news releases and 14 press conferences related to the results of PHC 2011 or data release. In 2012–2013, news releases were published in three languages (English, Estonian and Russian). In 2014, in English and Estonian. By the end of 2013, 14 analyses based on census data had been published in Statistics Estonia’s blog (http://statistikaamet.wordpress.com).

International conference in 2013 The conference “Demographic Processes in the Baltic Sea Region in the 21st Century“ was organised by Statistics Estonia and the Estonian Statistical Society on 12 and 13 November 2013 in Tallinn. All important demographic processes – birth rate, natural increase, family structure, immigration and emigration – were discussed from the contemporary perspective.

World Bank’s project in 2013 In 2013, the Statistics Estonia participated in the World Bank’s project and mapped the at-risk-of-poverty rate in groups of local government units, based on the data of 2011 Population and Housing Census and the Estonian Social Survey 2012 (reference year 2011).

International co-operation In 2008–2014, Baltic seminars on the census were held each year. In 2008, 2011 and 2013, the seminar was organised by Statistics Estonia. In addition, census expertise on various topics was shared with Latvia in 2009, with Bosnia and Herzegovina in 2010, with Georgia in 2011, with Finland and Russia in 2012 and with Mongolia in 2014. In 2013, Statistics Estonia participated in the population census of Bosnia and Herzegovina as an observer for the Council of Europe.

Statistics on smart devices In 2013, Statistics Estonia launched the free app "Estonian statistics" for smart devices, offering an overview of the latest statistics and the main indicators for Estonia. Download the app from the App Store or Google Play.

Statistics map application (kaart.stat.ee) In 2014, Statistics Estonia launched the statistics map application, a web-based application for the presentation of geo-referenced statistics in the form of thematic maps. The application mainly contains the data of the Population and Housing Census but also statistics related to the environment, economy, social life and the Agricultural Census.

Revisons of the population and Labour Force figures In 2014, Statistics Estonia revised the population figures for 2000–2013 based on the data of the 2011 census and various registers. The revised population figures were used to recalculate the Labour Force Survey time series for 2000–2013. In 2014, Statistics Estonia published the population projection until 2040. The projection was made in co-operation with the scientists of the University of Tartu. The revised data for 2012 were used as the reference.

Register-Based Population and Housing Census (REGREL) (1) Estonia plans to conduct the next population and housing census using only registers. In order to comply with EU requirements, data from at least 17 state registers and databases are needed. Preparatory work started in 2010 with a methodology project to check the quality and interoperability of state registers. The goal for 2014: to develop a set of legal and organisational measures for improving the quality, timeliness and coverage of the data required for the register-based census.

REGREL (2) In 2014, Statistics Estonia: made proposals and recommendations for improving the quality of the basic data in registers. specified the tasks related to data capture and data quality. launched a project in co-operation with the Information System Authority The law firm LMP analysed the legal regulations governing registers and databases and prepared a list of the recommended amendments that would ensure the success of the register-based census.

REGREL (3) proposed that the relevant Ministries should amend the relevant legislation to ensure the provision of high-quality data to Statistics Estonia. presented the results of the pilot census. In the pilot, we tested the concept of the register-based census and the performance of software systems. in cooperation with the representatives of registers, defined the long-term action plan for the 2016 and 2018 pilot censuses.
