Enbridge’s Northern Gateway Pipeline Approved in 2014 1,177km long, carrying 525 thousand barrels of crude oil a day Crossed two mountain ranges, 669 fish-bearing streams and the headwaters of the Fraser and Athabasca Rivers Ended at the Douglas Channel in Kitimat, sending 220 super tankers carrying bitumen along the North BC coast every year Northern Gateway

Kinder Morgan`s Trans Mountain Expansion

Saving Our Coast 408 tankers a year navigating the Salish Sea Independent research by the City of Vancouver found there was an 87% chance of a spill occurring during the project`s 50 year lifespan (NEB using wrong figures) Diluted bitumen typically sinks in water – making it extremely difficult to clean up The tax payer would be liable to pay for a spillage – the cost of which has been estimated up to $9.4 billion (UBC) Coast

Federal Court of Appeal Ruling Federal court of appeal has halted construction after Indigenous groups, Vancouver and Burnaby and environmental groups challenged the permits Found that the NEB environmental review was insufficient because it didn’t consider tankers and the government didn’t meaningfully consult with Indigenous groups “Canada was obliged to do more than passively hear and receive the real concerns of Indigenous applicants” “Missing was a genuine and sustained effort to pursue meaningful, two-way dialogue” Court

Indigenous Consent Released documents have revealed that NEB approval was being pushed even before consultation was finished Indigenous consent matters – both in the Canadian constitution and under the UN Declaration on the Rights of Indigenous Peoples (passed in Parliament) Note – the federal Liberals voted for an NDP Bill on the UN Declaration and 6 days later voted against its application to the Trans Mountain pipeline Indigenous

The Liberal response? Gave a 22 week deadline to redo environmental assessment – however NEB already found significant adverse impact on killer whales Indigenous consultation will be redone with a panel including an NEB panelist from the first failed attempt, another thrown of Energy East process How can government meaningfully consult if outcome is already determined? Indigenous leaders slamming timeline for consultation Court

Carbon Emissions and Our Climate The Canadian government has committed to reduce greenhouse gas emissions by 205 megatons of carbon by 2030 to meet Paris climate targets A single barrel of Athabasca crude oil produces 729kgs of carbon from getting it out of the ground, to burning it (Carnegie Endowment) Each year, the new oil being transported will result in 173 megatons of carbon emissions – 84% of the Paris targets Climate
