Could it be dangerous for staff to attempt to physically stop the intruder? How do you notify the entire school? ALWAYS remember to notify administration so that they can notify all staff including United ISD Police Officer.

United ISD Commitment As a school District, we have the responsibility to: Keep our students, staff and visitors safe; Work with our District, local, state, and federal law enforcement agencies to maintain current and up to date practices and policies aimed at maintaining safety and efficiency; Keep our parents informed, in a timely (as possible) manner.

Texas Education Code 37.108 As per Education Code 37.108, each District shall adopt and implement a multi-hazard plan for use in the District’s facilities. The plan must provide for: District employee training in responding to an emergency; Mandatory school drills and exercises to prepare students and employees for responding to an emergency;

United ISD Initiatives Established MOU’s with City, County and Laredo College for Reunification plans; Modified MOU’s with Laredo Police and Sheriff’s Office for mutual cooperation; District Personnel/Police Department will receive training on Mental Health; Supply Campuses with Go Kits; Extended invitation to local, state and federal law enforcement agencies for increased law enforcement visibility on our campuses.

United ISD Initiatives See Something, Say Something, Do Something Campaign; Acknowledge, Care and Tell (ACT) Campaign (Mental Health Outreach Program); Enhancements to Mental Health Protocols/Programs.

United ISD Initiatives Effective the 2018-2019 school year, the District will implement a limited bag policy at athletic and fine arts events.

Standard Response Protocol-SRP Adopted common Standard Response Protocol (SRP) terminology for use across the District. SRP terminology used by law enforcement. All classrooms, hallways and District buildings will display SRP poster. All drills/emergency situations will follow SRP system.

Infrastructure Safety Elementary Schools & High Schools Middle Schools All campuses equipped with keyless access control systems effective 2018-2019 school year. Allows for all exterior doors to be locked at all times. Middle School campuses will be equipped with access control systems during the course of the 2018-2019 school year. **Always wear your ID Badge.**

Physical and Infrastructure Safety All classroom and office interior doors locked at all district facilities; Magnetic strips must be in place on door frames/door latches; All school entry doors locked and monitored; All visitors screened before entering the building; Visitors screened through Raptor System;

Physical and Infrastructure Safety GO KITS purchased for Campus Emergency Response Team-CERT GO KIT Inventory: Minor First Aid Kit Pens Small Notepad Safety Vest so that CERT members are easily identified Bullhorn Flashlight for those campuses underground

Physical and Infrastructure Safety GO KITS purchased for every classroom teacher (red bag): GO KIT Inventory: Teachers must place class rosters with parent contact information; Minor First Aid Kit Pens Small Notepad flashlights for teachers in underground classrooms

Protocol for Drills Campus will send a School Messenger Message - 10 minutes before conducting a drill (Parents must notify campus of change in phone number); Drills will be conducted in accordance to state mandates and District expectations (8 fire drills are required and the District will conduct 2 lockdown drills each semester).

TIPS FOR TEACHERS As you set up your classroom, think about a safe zone in your room for all students; Keep the cover to your door window where it is ready to use (train your students in the event that you are absent); Place large furniture by door so that it can be used quickly if the need to barricade arises (train your students in the event that you are absent); Keep your keys on you in the event that the magnet is removed; Keep your GO KIT Bag in a location that is accessible;

TIPS FOR TEACHERS Talk to your students about the classroom set up and expectations; In the event that the campus has a real crisis, talk to your students about not filming/flashing their cell phones when officers come to the classroom. Officers are responding to a critical situation, to a dark classroom, any flash or shiny object may be mistaken for a shot fired.

SRP PROTOCOLS

Protocol for Lockdown LOCKS, LIGHTS, OUT OF SIGHT Doors should always be locked; REMOVE magnetic strip from door frame; While closing door, check for any students in the hallway and bring in any student(s) in the immediate area; Turn off lights and cover door window; Move students to an area that is safe--away from the door; Account for students in your classroom. Add student(s)’ name to your class roster and note who is not in your classroom; SILENCE all cell phones; Maintain QUIET in your classroom, calming students down who are visibly emotional.

Protocol for Lockdown IF possible barricade the door with heavy classroom furniture; Prepare: IF someone enters your room consider AVOID, DENY, DEFEND; IF fire alarm goes off IGNORE. This method will not be used to evacuate the building. Only evacuate if a Campus Administrator announces evacuation; DO NOT open the door for ANYONE; UISD PD will enter your classroom using a key; Once UISD PD has assessed the situation UISD PD or Campus Administration will transition to a HOLD. Staff and students will remain in the classroom. DO NOT EXIT until administration/police comes into your classroom.

Protocol for Lockout GET INSIDE. LOCK OUTSIDE DOORS Campus Administrators will activate: LOCKOUT Students not in a classroom (recess, band practice, athletics) should come indoors Lock outside doors; Increase Situational Awareness; Business as usual in the classroom/school building; Depending on incident at hand, students in portables may be relocated to main building; Take attendance; WAIT FOR ALL CLEAR announcement.

Protocol for Evacuate Move to your designated location/alternate site Campus administrators will activate... EVACUATE: Please report to your designated site. This announcement will be made even if fire alarm goes off. Do not evacuate until announcement is made; Students shall leave personal belongings in the classroom but are encouraged to bring their cell phones; Teachers must take GO KIT and will lead the students to designated area, if available; Teachers shall check attendance; Teachers shall notify CERT members of missing, extra or injured students; Should you need assistance hold up RED card in your Go-Kit. Wait for ALL CLEAR announcement advising everyone to return back to building or for further instructions.

Protocol for Shelter Hazard and Safety Strategy Campus Administration will activate SHELTER (tornado, hazmat event or earthquake) Students shall leave personal belongings in the classroom but are encouraged to bring their cell phones; Teachers must take GO KIT and will lead the students to designated pre-determined safe zone or may stay in classroom (depending on situation); SEAL the room if situation merits; Lead students to drop, cover and hold position if necessary; Teachers shall check attendance; Teachers shall notify CERT member of missing, extra or injured students.

Protocol for Hold Hold in your classroom. Clear the halls. Campus Administration will activate HOLD. Doors should always be locked; REMOVE magnetic strip from door frame; While closing door, check for any students in the hallway and bring in any student(s) in the immediate area; Account for students in your classroom. Add student(s)’ name to your class roster and note who is not in your classroom; Business as Usual; Wait for ALL CLEAR announcement

Communication/Reunification In the event of a major, catastrophic event at one of our campuses where students may need to be relocated, our students will be transported to an alternate off campus site. It is at this location that our parents will reunite with their child/children. Reunification sites shall be determined by District Emergency Response Team. Campus Administration will be notified where they will relocate to. School Messenger will be utilized to keep our parents informed. In addition, the District’s official Website, Facebook, Twitter and Instagram Pages will be utilized to post updates.

What’s Next….. Site Safety Compliance Officers will meet regularly with United ISD Risk Management to review protocols and scenarios; Campus SSCO’s will hold regular meetings with CERT and campus staff for continuous training. We MUST create a culture of safety through practice and preparedness.
