Answers to Electoral College Reading and Questions 1. Any 10 states. They are large in size, they might have a large population, or they have a large number of congressmen.   2.. California, Texas, Florida, New York, Illinois, Pennsylvania, Ohio, Georgia, Michigan, North Carolina. They have a large number of congressmen. 3. When people vote they are voting for electors. It is the vote of the electors that determine the president. 4. Article 2, Section 1, Clause 2 and Clause 3 5. It is based on the number of congressmen the state has. 6. They are chosen by the state’s political parties. 7. They meet the first Monday after the second Wednesday in December.   8. The candidate wins the state’s popular vote.
