Onsite Control of Visitors & Contractors SUPERVISION OF CONTRACTORS - have a legal responsibility to ensure that non-employees on our premises are not exposed to risks to their Health and Safety. A suitable ‘competent’ individual to supervise contractors must be provided. On arrival of visitor / contractor... Contractors Visitors Deliveries Issued with ‘Visitor / Contractor Pass’ at Reception or ‘out of hours’ sign-in point.   Delivering Drivers must be issued with Site Rules Card & in the event of an evacuation, the member of staff in attendance must escort the driver to the appropriate emergency evacuation point. Met by the site contact/host on arrival   Core Company Induction (if not previously undertaken).  Site Awareness (use QHSE Contractor / Visitor Handbook – site hazards & rules, emergency procedures, welfare facilities, etc.  Must be accompanied Note that low / medium risk service contracts may become high risk by the nature of the work undertaken (e.g. work at height)   Must be supervised  Determine what we have to do – enquire about the work to be undertaken & refer to the Approved Contractor Register for documentation Low Risk Moderate Risk - Servicing/Repair High Risk – Major Projects (R&C Dept Approved) Examples: Drinks machine attendance Photocopier engineer Telecom engineer Cleaners/Gardeners Window cleaners (Where ground level extending poles used) Alarm maintenance Plumbers Utility meter readings Computer maintenance Fire services Examples: Work at height (<2 metres) Plant/utilities maintenance or repair Insurance inspections Comms/Server installation Pressure systems Examples: Work at height (>2 metres) Installation of new plant & equipment Construction/Demolition/Excavation work Roof work Electrical work Does contractor have: Method statement Risk assessment Relevant competency certs Insurance Certs uptodate Or have you got a copy on file? NO YES Ensure current copy Insurances are on file Raise General Permit-to-Work in a pre-work briefing (discuss method statement and risk assessment). Ask how they intend to complete the task safely and agree safety measures to be implemented through a risk assessment. Document on ’Non-Contract Services Form’ Obtain insurance before work commences (get them faxed to site). Complete Genral Permit-to-Work. Note: if you feel the controls identified are not sufficient… do not proceed/delay the contract. Raise General Permit-to-Work in a pre-work briefing (discuss method statement and risk assessment). Discuss, agree and document additional control measures that may be undertaken to lessen the risk based upon current working conditions, other contractor work, etc. (write on any amendments). Document & sign any amendments. Note: if you feel the controls identified are not sufficient… do not proceed/delay the contract. Raise all other ‘Special Risk’ Permits-to-Work & place copy onto PTW Control Board (contractor displays orginal in workplace). Supervise contractor on site: Is contractor complying to safety precautions detailed in method statement and risk assessment? Check once set-up and at key stages indicating risk from their method statement. Document findings on Contract Works Inspection Form. STOP WORK IMMEDIATELY Company copy of Permit-to-works go on the ‘Permit Control Board’ NO YES Discuss with contractor how to make safe – supervise in line-of-sight, complete a contractor NCR sheet, file and submit OFI On completion of work: Inspect area with contractor to ensure work has been completed correctly & left in a clean/safe condition Where applicable, remove PTW from Control Board and cancel on copy/file Sign out ‘visitors / contractor pass’ R&CTemplate/OnsiteCMS/ Page 1 of 1 Apr09:issue1
