Program Executive Office – Mission The Procurement and Logistics Office provides operational oversight for VHA’s Supply Chain Operations, contracting support for the Veterans Health Administration’s (VHA) 18 networks, the Service Oriented Architecture Research and Development (SOARD) Program and VHAs Personnel Service Center (VSHO) We lead VHA in providing unequalled health care value to Veterans. MSPV/NG Program Objectives/Purpose VA’s objective is to obtain its medical and surgical products from a single prime vendor for Conventional/Bulk and Unit of Use or Low Unit of Measure deliveries in a just-in-time environment for all the VHA Medical facilities covered by the proposal line items. Program Purpose The purpose of the medical/surgical prime vendor contract (s) is to provide medical/surgical supplies to patient care facilities for inpatient use. Our objective is to provide maximum benefit, efficiency and flexibility to all VA medical facilities. The needs of VA medical centers vary depending on the kinds of distribution programs employed and facility complexity level. 2/16/2019
MSPV/NG Contract Structure Type of Contract. Indefinite Delivery, Indefinite Quantity (IDIQ) Contracts Contract Period. Contract period is from the effective date, through 20 months thereafter, with two 20-month option periods. Exercise of options is at VA’s discretion. Contract period of performance excludes a 120-day contract implementation phase from date of award. Work Description. The prime vendor shall provide distribution services, such as next-scheduled business day delivery, generating inventory status and other performance reports; provide emergency deliveries, provide distribution services for point of use dispensing equipment, provide unit of use or low unit of measure shipments for single and multiple end-user delivery points to the dock and internal service points. 2/16/2019
MSPV/NG Product Lines/Groups The prime vendor is responsible for the maintenance of adequate inventory levels and for the delivery of goods contracted with a multitude of Federal Government contractors under the Federal Supply Schedules, VA National Standardization Program, as well as VISN and local contracts to the customer upon order.
