Transforming the Workforce for Children Birth through Age 8: A Unifying Foundation, Pathways to Implementation Innovation to Incubation Program The i2I program aims to increase the Academies’ impact on health and health care by innovating new ideas and incubating actionable solutions, capitalizing on findings and recommendations in our consensus reports. Planning for Implementation Meeting soon after report release with national stakeholders Confirmed the need for launching an implementation phase Goal: Develop implementation plans for states/region that are customized to the context Build upon existing workforce efforts and reports Involve large groups of stakeholders in multiple ways

Work Plan Identify core teams with a lead Core teams of 8 identify advisory group Advisory group (25-30) identifies larger group of stakeholders 3 in-person meetings & regular calls to draft implementation plans and share learnings with other state teams Teams share lessons, opportunities, barriers, and most importantly, solutions Core Teams Members have the bandwidth to attend 3 meetings to develop plans Members have connections with multiple organizations working on workforce issues in their states Members must build relationships with the broader stakeholder groups in their states to receive input and bring it to the meetings Advisory Group & Broader Stakeholders Advisory members have more time to give, but not as much time as the core teams Members of the core team have regular interaction with an advisory group in their states Broad stakeholder groups are tapped for input into each draft of the plan Core teams rework their plans in team meetings based on broad stakeholder input Role of the State Teams Build awareness of the implementation plans in home state Create stakeholder buy-in and input into the process Identify: recommendations to implement, stakeholders, opportunities, barriers, timeline Follow through on the implementation in state Continue to share knowledge with other states as implementation rolls out

The Role of the Academies Neutral convener of the state teams and national organizations Facilitate discussions on opportunities and barriers to implementing the recommendations Bring technical knowledge of the report Catalyze the development of plans that are actionable and implementable Work with other states who want to develop plans

Desired Outcomes A coordinated set of implementation plans that are intentionally and strategically developed Broad state stakeholder groups collaborate to implement the plans Identification of a vehicle to continue to share knowledge across the states

National efforts to strengthen the birth to age 8 workforce National Work National efforts to strengthen the birth to age 8 workforce Rec 11: Collaboratively develop and periodically update coherent guidance that is foundational across roles and settings for care and education professionals working with children from birth through age 8 Either a collaborative infrastructure or a national backbone organization Since form follows function, jointly deciding on functions of this body and now form Meeting April 21, exactly 1 year after national meeting that launched the implementation pathways planning Goal was to see if there was interest in rec 11 among national groups 35 organization representatives attended the meeting Agreement to move forward and desire to work together Meeting July 21, in coordination with the 3rd meeting of round 1 states Discussed functions of a collaborative infrastructure vs. backbone organization Bi-directional conversations with the state teams December 2016 The group drafted a perspectives paper on how they would collaborate March, 2017 The perspectives paper, A Unified Foundation to Support a Highly Qualified Early Childhood Workforce, was finalized 22 members of the national group signed off July 2017 Began discussing the form of a national collaborative infrastructure.

Vision The workforces in each state have pathways to achieving higher quality for children States are able to garner the necessary political will to roll out their implementation plans Lessons from these model states can inform others who also want to improve the quality of their birth to age 8 workforce National groups come together to further support efforts to strengthen the workforce
