The Vision Commission Communication on the production method of EU statistics: a vision for the next decade (2009) – proposes: new measures to increase the ESS flexibility and hence its ability to respond to new needs and challenges. full re-engineering of the production methods of statistics within the EU, going from a production system often based on numerous parallel processes to a more integrated production model. objectives: increase efficiency and cost-effectiveness improve the coherence and comparability of data.
ESS Architecture, current situation
The ESS.VIP Programme consists of three parts: Building up common infrastructure for sharing information services; Piloting the sharing of information, services and costs in selected statistical domains; Developing frameworks and administrative mechanisms for sharing information, services and costs.
ESBRs European System of interoperable statistical Business Registers a Vision Infrastructure Project (VIP)
1 Overall purpose of the project To obtain better business statistics, through the interoperability of business registers. avoid inconsistencies and inefficiencies better globalisation statistics To develop statistical business registers across the European Statistical System (ESS) into a net of consistent Business Registers (BR net) so that they serve as the backbone for the production of European businesses statistics. EuroGroups Register (EGR) - at the heart of this system, allowing the production of better statistics on globalisation
2 Problem statement 2.1 National statistical BRs Registers differ from country to country Different roles of BRs in the statistical production by countries and by statistical domains. Different manipulations by country and by domain, resulting in different reference populations. 2.2 The EuroGroups Register (EGR) EGR quality and usability need improvement Efficient, intelligent and modern way of information sharing and information exchange (e-Services) is needed.

FRIBS Main ideas: A single regulation instead of plenty of specific, not integrated regulations (around 12 Council and EP Regulations and numerous Commission Regulations) – goals: comparability, consistency & efficiency in the style of ESA Main elements: Well defined statistical units Key role of business registers (including EGR) Common metadata and classifications Exchange of micro-data
FRIBS Roadmap: Discussions are going on (WGs, BSDG, etc.) A preliminary version was produced in 2012 and an almost final version should be ready by end 2013 Commission proposal in the first half of 2014 Legislative procedure (Parliament and Council): adoption by end 2015 Expected implementation (first reference year): 2017
