Quality Assurance (QA) in Montenegro QA is obligation for all higher education institutions QA must be permanent exercise conducted through self-evaluation, student-evaluation and external evaluation Institutions perform self-evaluation continuously in accordance with institution statute Independent outside and inside financial control is provided by the operation of the public institution 2/16/2019

Council for Higher Education Council for Higher Education, the national body, is responsible for Higher Education Council is nominated by the Government Council analyses the state and achievements in higher education It gives professional proposals to the Government for the improvement measures for higher education. 2/16/2019

Structure of the Council for the Higher Education The Council comprises of 11 members appointed by the Government for a period of six years The Council is made up of eight representatives proposed by the University and Montenegrin Academy of Science and Arts; three representatives of economy and social activities proposed by the Association of Employers of the Republic and civil sector. 2/16/2019

Council can form special commissions for evaluation and accreditation of institutions and study programs Foreign experts can also be appointed as the members of special commissions For certain fields of its activities Council can form the working entities, commissions and independent expert groups 2/16/2019

Reaccreaditation Institution (i.e. study programs) are subject to reaccredidation procedure within maximum five-year interval. Reaccredidation is based on the report of the quality assessment of an institution and study programs, in accordance with the standards and procedure stipulated by the Council. If an institution does not obtain reaccredidation, its accreditation shall be valid for a maximum of one-year period, without the possibility to admit students in that year. If, after the expiration of the no reaccredidation notice is obtained, the license is revoked. Revocation of a license is final. 2/16/2019

The Commission consisted of international experts of EUA External quality assessments of Universities are performed by special commission appointed by Council The Commission consisted of international experts of EUA Reaccreaditation was performed in accordance with Guideline of reaccreaditation of higher education and study programs delivered by Council of Higher Education University of Montenegro is the first reaccreadited institution in the Region. After him the Mediterranean University reaccredited too, as well as some others institutions. 2/16/2019

Guidelines for the standards implementation: ENQA (EUROPEAN NETWORK FOR QUALITY ASSURANCE IN HIGHER EDUCATION): STANDARDS AND GUIDELINES FOR QUALITY ASSURANCE IN THE EUROPEAN HIGHER EDUCATION Guidelines for the standards implementation: The most important elements of HE. The outcomes of assessments have a profound effect on students` future careers. Students assessment procedure are expected to: Measure the achievement of in the intended learning outcomes and other programmed objectives Be appropriate for their purpose (diagnostic, formative, summative) Be clear and published criteria for marking 2/16/2019

Students should be clearly informed about: the assessment strategy being used for their programme, what examinations or other assessment methods they will be subject to, what will be expected of them, and the criteria that will be applied to the assessment of their performance. 2/16/2019

Commission reccomandations Quality assurance of teaching staff Institutions should have ways of satisfying themselves that staff involved with the teaching of students are qualified and competent to do so They should be available to those undertaking external reviews, and commented upon in reports. 2/16/2019

Commission reccomandations Learning resources and student support Institutions should ensure that the resources available for the support of student learning are adequate and appropriate for each programme offered. Information systems Institutions should ensure that they collect, analyse and use relevant information for the effective management of their programmes of study and other activities. Public information Institutions should regularly publish up to date, impartial and objective information, both quantitative and qualitative, about the programmes and awards they are offering. 2/16/2019

THE SYSTEM OF STUDENTS WORK ASSESSMENT Students are acquainted at the introduction session about the system and the way of assessment for each subject basing on the general rule. Slight differences between subject are possible. Examination is public and other students could attend it. Final mark reflects the total work of student based on his points obtained from colloquiums and other forms of assessments during the term. The rules regulating assessments of students work (as well as the all other rules) are exposed on the web site of University as well as, in addition, on the faculties. 2/16/2019

Up to 20% of total points per colloquim Min two colloquiums (standard: max group of 40, duration: 45 min; professor is obliged to be present, as well as lecturer). Results of colloquiums have to be announced to students within 48 h, or 72 h for more than 100 students Up to 20% of total points per colloquim Seminar works and exercises are assessed within final mark Up to 10% of total points for activities on classes Final exam up to 50% of total points. It is preffered to be orally accomplished. Proffesors, not lecturers, carry out final examination. 2/16/2019

Possible negative points for unjustifiably absence of students for not attending lectures and exercises. Final mark takes into account the whole number of points from colloqiums, exercises, activities ... (only proffesors can give it). Student can require to repeat his exam. He will get mark which is higher comparing the first and repeated one. Final mark is verified by the Academic Council of Mediterranean University. 2/16/2019

Conclusions: Students are clearly informed about: - the assessment strategy being used for their programme. - what examinations or other assessment methods they will be subject to and what will be expected of them. - the criteria that will be applied to the assessment of their performance. The following additional indicators were formulated by the group: Assessment regulations and marking criteria are transparent and easily accessible to staff, students and stakeholders (web site) Responsibility for (aspects of) assessment (both staff and students). The University has clear assessment policies. The University requires consistency of compliance with a regulation. 2/16/2019
