Objectives Identify Potential Exercises & Trainings. Identify potential exercises for inclusion in the multi-year schedule, including pre-planned exercises, standing exercise requirements, and additional exercises to address program priorities. Identify Training Opportunities. Identify training opportunities to support specific exercises, address areas for improvement or capability gaps, or meet training requirements. Update the Exercise Schedule. Update the calendar with exercises and training events that will enhance collaboration and address the exercise program priorities. Participants should focus on updating the current exercise schedule and identifying exercises that could benefit from collaboration.

Guidance The TEPW will be developed based on the following: HSEEP guidelines National Preparedness Goal Federal Emergency Management Agency’s (FEMA) Core Capabilities Houston UASI Strategy Houston Regional Plans and CONOPS

Core Capabilities The National Preparedness Goal establishes core capabilities that replace the previously established target capabilities. Using the core capabilities the National Preparedness Goal can be achieved by: Preventing, avoiding, or stopping a threatened or an actual act of terrorism Protecting our citizens, residents, visitors, and assets against the greatest threats and hazards in a manner that allows our interests, aspirations, and way of life to thrive Mitigating the loss of life and property by lessening the impact of future disasters Responding quickly to save lives, protect property and the environment, and meet basic human needs in the aftermath of a catastrophic incident Recovering through a focus on the timely restoration, strengthening, and the revitalization of infrastructure, housing, and a sustainable economy, as well as the health, social, cultural, historic, and environmental fabric of communities affected by a catastrophic incident

Definitions Local: A single jurisdiction (county or city). A county includes any cities that have signed on to the county plan. Regional: A minimum of two counties, or in lieu of one county, the exercise must have state or federal integration. Multi-Regional: Involves at least two Houston UASI jurisdictions as well as non-Houston UASI jurisdiction(s).

Preparation Improvement Planning Workshop (10-24-17) Summary of jurisdictional or organizational threat and hazard information; Corrective actions and/or areas for improvement from exercise and real-world events; External sources and requirements, such as homeland security strategies, preparedness reports, or industry reports; and Accreditation standards and regulations.

Regional Training & Exercise Priorities Continue to train and exercise on existing UASI funded equipment and technology. Reduce the long-term vulnerability of Houston Urban Area by filling identified and documented gaps with training and exercise. Improve the capabilities of the region through advance ICS courses and the continuation of existing and ongoing trainings within the region. Conduct Multi-Year Training and Exercise workshop and Improvement Planning workshop on an annual basis. Validate existing regional plans and procedures through training and exercise. Next Steps Compile information from workshop and have UASI committees approve their portion of the plan. Submit TEPW to RCC for approval to be sent to Executive Committee Submit to Executive Committee for approval Once approved, submit to TDEM, FEMA Region VI, and DHS National Exercise Division
