PMP – PN sub 23nm Route to transfer from ‘in case of urgent need’ into planned delivery into regulations PMP-48 Presentation from Technical Secretary

Background PMP tasked to develop sub-23nm procedure ‘in case of urgent need’. PMP continues to develop sub-23nm procedure and to monitor new technologies – to date, still no urgent need. PMP should develop a roadmap to move sub-23nm into regulation in a routine way ready for adoption in next major regulatory updates. PMP will need to incorporate this in the request in 2019 for prolongation of the mandate and have a clear work plan defined for the next 3 years.

Objectives Route to transfer from ‘in case of urgent need’ into planned delivery into regulations

Current Status sub-23nm Round Robin started end 2017 Testing on-going - labs in Europe / Asia Round Robin Report mid 2018 PMP current position Technically feasible in principle to move to sub-23nm – i.e. D50 10nm if calibration protocols can be be developed. Further move to D50 lower than 10 not recommended due to significantly high uncertainties. Remains necessary to test Euro 6d technologies as well as new / emerging technologies (eg GDI with GPF, CNG HD / LD and extension to Gasoline MPI & PFI)

Next Steps sub-23nm Review RR outcome Clear review of uncertainties inside a lab (repeatability) and between labs (reproducibility) and delta between 23 and sub-23 nm methods by technology – light duty and heavy duty, propose procedure / sampling refinements Test new / emerging technologies (eg Euro 6d GDI with GPF, HD CNG engine, LD CNG, PFI, regeneration measurement) Clear description of equipment changes needed from today 23nm measurement to sub-23nm capability Updated calibration procedure needed for lower cut off size Consider clarification of calibration procedures to set up a more consistant approach by instrument manufacturers When is the right time to change calibration material from emery oil to soot / silver ? PMP leadership team recommends at next regulation change not as running change to existing setup

Next steps continued Futher test prog required Review RDE measurement equipment for alignment with sub-23nm procedure (uncertainties), Particle pre-treatment – VPR or CS decision needed. Propose adaptations of equipment where needed and better definitions of procedures Impact of heavy fuels on PN results – determine if sensitivity to sub-23nm different to 23nm procedure Verification study to confirm adaptations on sampling / measurement procedure / calibration. Determination of uncertainties / losses – possible correction methods, reproducibility / repeatability WLTP in lab (23 deg C, 14 deg C, winter temperature test, regeneration) PMP establish correlation for sub-23nm limit values giving equivalent stringency to current 23nm limits in EU.

Open Questions & External Activities Futher test prog required Linkage with RDE PN procedure / calibration ? Need to avoid different calibration protocols for WLTP and RDE PN measurement systems ? PMP should consider if/how to contribute to technical knowledge on PN PEMS sub-23nm including calibration recommendations and CF + error margin recommendations Outcome of Horizon 2020 projects – systems ?
