Virginia Plan (favors states w/ large populations) Three branches of the government Executive -> President to enforce laws Judicial -> Supreme Court, with court system to interpret laws Legislative -> Congress Upper house -> Senate (based on pop.) Lower house -> House of Reps. (based on pop.)

New Jersey Plan (Favored by states w/ small populations) Executive -> same Judicial -> same Legislative -> Called for a single house of Congress with equal representation for all states! Also allowed Congress to regulate trade and tax.

Slavery North says slaves can not vote so should not count toward representation South wants slaves to be counted as 3/5 so that they are not full citizens, but help them gain power in Congress South gets what they want!
