Environmental problems For every problem, a solution is needed.

Policy vs. law……which is which? Policies: Describe objectives/missions of a government and how it proposes to achieve them. Laws: The standards that are enforced and need to be followed.

Policy vs. law……examples Policy: According to the National Park Service’s Management Policies, managers are to maintain natural conditions and processes in national parks and monuments. Law: A.R.S. 12-1603 describes the definitions of littering and polluting in Arizona: Placing litter or “destructive or injurious material” on public or private property that isn’t immediately removed. Releasing sewage or other harmful products into bodies of water or shorelines in Arizona (lakes, rivers, etc.) Dumping any sort of earth-material (land, soil, plant-material) on any land, public or private

Clean Water Act (CWA) The Clean Water Act (CWA) establishes the basic structure for regulating discharges of pollutants into the waters of the United States and regulating quality standards for surface waters. The CWA made it unlawful to discharge any pollutant from a point source into navigable waters, unless a permit was obtained. 

National Environmental Policy Act NEPA one of the first laws ever written that establishes the broad national framework for protecting our environment NEPA requirements are invoked when airports, buildings, military complexes, highways, parkland purchases, and other federal activities are proposed. 

Environmental Protection Agency EPA The EPA oversees many agencies that regulate water quality, air pollution, and solid waste.

The Environmental Policy Process Identify causes of the problem – This often requires scientific research. Envision a solution – Science plays a vital role! Get organized, raise funds – Once a problem has been identified, researched, and a solution is proposed, it’s time to organize. Gain access – Look for elected officials who have access to sponsoring bills. Help a solution become a policy – Anyone can draft a bill that describes the desired policy, but a member of the legislature has to introduce it and follow it until it has passed.
