Chancellor’s Office, Sacramento September 28-29, 2017 CCCECE Board Meeting Chancellor’s Office, Sacramento September 28-29, 2017

CDTC Update Contract is approved so Permit Applications can now be accepted $300,000 cut from budget resulting from the deletion of Bachelors student program Personnel changes Training Portal will be moved onto the Workforce Registry instead – only housed on-line ECE courses going forward The ECE Competency Mapping Tool available to private colleges; annual subscription fee required for using the tool.

CDTC Update More resources available to help with recruitment of student application for CDTC scholarships, connecting via colleges, in hard copy and e-form Permit Application Funding– PowerPoint on how to complete application, being posted on the website

CAP Update Project this year - reviewing all courses – end of October submission for courses wanting to add Expanding review of verification process to include CSUs and private schools if they want to submit Considering offering a 1 unit training for Resource and Referral at the college level as an entry level non-transferable, non-credit training for child development providers This could support on-boarding students into college; help family childcare providers to come onto campus and feel comfortable in the culture Could this end up connecting to requirements for licensing? https://www.childdevelopment.org/cs/cdtc/print/htdocs/services_cap.htm

Teacher Project New Director, Mary Anne Doan https://www.ecementor.org/ Changes coming Updating letters of agreement and budgets; a set budget will be sent Additional funds will be available should programs need it (like a supplemental grant) New advisory group Strengthening the role of Director Mentors to improve quality New ways to use the MENTOR teachers to support upcoming new teachers

Community Care Licensing Division – Immunizations Sheila Fleming,-Bureau Chief, Maria Mayorga – Policy Manager Licensing Permit and Cecelia Asher-Falk, -Licensing Analyst The originator of the law regarding immunizations saw the need for increased safety for the health of all children…CCLD moving forward must determine best implementation of the law …initial messaging wasn’t as clear as it needed to be – they clearly own this On-line training module was created for Field offices, question and answer sessions, additional support given – very few inquiries from the Field offices for clarification- 280 Analysts across the states There are 4 child care advocates in the state that support CCLD on this topic and can field our issues and questions http://www.cdss.ca.gov/inforesources/Child-Care-Licensing/Child-Care-Advocates You can also contact local managers Still learning about how to interpret, but have indicated to Analysts that documentation needs to be very clear if there is a citation. Although there is still inconsistency in Analyst approaches. Some employees and site supervisors are not in compliance and so citations are being given (Health and Safety code) Provider information handout/tool http://www.ccld.ca.gov/res/pdf/ChildCareTBTool.pdf Enroll in the Provider Information Network (PIN)

Concerns from CCCECE Students are being turned away when requesting observations because of interpretation of the law and different Analyst approaches Observation students and parents are not required to have immunizations unless they engage in Care and Supervision activities,. then you might be cited “Care and Supervision” REG 101152 - personal hygiene, medications, dental assistants; “maintenance of rules for the protection of children”; taking an active role with the children and not turning to the staff; fieldtrips; cupcakes can’t be handed out by parents (monitoring food intake an special diet) Community Colleges could create a document for students to sign to acknowledge limitations during observations Practicum students – do they need fingerprinting? CCLD REGs defines who needs to be fingerprinted – REG 101170 e..g, 16+ hours in the classroom a week

California Commission on Teacher Credentialing (CCTC) Upcoming October 26th meeting to discuss Permit – check 2 weeks prior for agenda https://www.ctc.ca.gov/commission/meetings
