Fisheries resources - Local use Sao Tome e Principe Fisheries resources - Local use Population dependent on fish for protein Mainly artisanal fishing Stress on resources near coast (also as a result of growing population) Fishing operations further away from shore with more sophisticated equipment Transformation of fish into products for local consumption and export Increased local use of resources within EEZ Sao Tome e Principe

Fisheries resources - Challenges Sao Tome e Principe Fisheries resources - Challenges Large scale fishing operations by foreign operators in STP waters: Legal Illegal and “pseudo” legal “Legal” operations often on disadvantageous terms: Capacity to negotiate Lack of transparency (no level playing field) Misconception about roles (for example EU as donor and commercial party) Regulatory and enforcement jurisdiction (legislation, capacity, know-how) Lack of equipment to inspect and enforce Substantial costs involved in enforcement Unclear legal position: e.g. shark fins Difficulties in enforcing sanctions (costs, lack of cooperation, human rights, UNCLOS) Sao Tome e Principe

Fisheries resources - Support Sao Tome e Principe Fisheries resources - Support Lack of coordination in respect of capacity building and other support programmes (piecemeal) Programmes to be adapted to local circumstances Need for regional cooperation and solutions Recognition that with limited capacity focus will be on protection of resources that are relevant for STP International community to act against owners of vessels and countries that tolerate IUU fishing Role of NGOs Sao Tome e Principe
