Unpredictable behaviours of ECDIS have been reported in these overlaps which may cause risks for navigation. An IHO resolution on the elimination of overlapping ENC data in areas of demonstrable risk to the safety of navigation has been adopted on 15th February 2018 by circular letter 19/2018. Agreement on prioritization of risks is not reached between the ENC producers in several cases. This may prevent the full implementation of the resolution. C-2, London, United Kingdom, 9 – 11 October 2018 Analysis In regions where the use of ENC on ECDIS are a key for safety of navigation, ENC overlapping is a risk due to the unpredictability of ECDIS in such situation. As a consequence, once such risk has been identified it should be eliminated within a year. The criticality of the risk should only be used as an indication of priority for handling overlaps.
