OSD/CAIG History of DoD Cost Reporting Systems Contractor Cost Data Reports (CCDR) Aeronautical Manufacturers Planning Reports (AMPR) Missile Manufacturers Planning Reports (MMPR) Missile Manufacturers Support Equipment Planning Reports ((MMSEPR) Defense Contractors Planning Reports (DCPR) Cost Information Reports (CIR) Procurement Information Reports (PIR) Non-Standardized Reporting Early Standardized Reporting Current Reporting Requirements Cost Performance Reports CCDR Reengineering Effort Began

OSD/CAIG 7-3 Contractor Cost Data Reports (CCDR) l Early 1970s - The Promise –Standardized independent source of data for OSD cost estimates l Early 1990s - The Squalor –30,000 CCDR reports moldering in file cabinets in the basement of the Pentagon –Hard to use, and little used l Reengineering –CCDR Project Office established –Provide old data electronically over the web –Collect and disseminate new CCDRs over the Internet –Streamline and reduce burden where possible

OSD/CAIG 7-4 Accomplishments l Streamlined and reduced number of cost reports –electronic formats further reduce burden l Developed a public web site for information, guidance, and instruction: –new CCDR Manual & Computer-based training –Software tools and electronic formats – l Improved security standards for contractor proprietary data –developed in partnership with industry l Phase-1 of secure on-line system operational –All historic hard-copy CCDR reports now in fully text searchable electronic form

OSD/CAIG 7-7 On-Going CCDR Programs l Archiving CCDRs - old and new –Scanning paper reports, processing electronic records l Data Collection –Collecting data from 32 active programs –Developing plans for 27 other major acquisition programs l Validation –Ensuring quality data with every CCDR submittal –No mathematical errors, No logical inconsistencies l Training –Off-site training for government analysts, industry representatives, and program management personnel l Industry Relations –Vetting cost reporting issues with senior officials –Government/Industry Focus Group made significant contribution to process
