Start of the project 2016 12 Effective Command assessor were trained by Katherine Lamb to use the assessment tool https://www.effectivecommand.org/ Change of legislation: 1. and 2. level incident commanders from The Estonian Rescue Board assessment is now once every three years in EASS.

SPAR Decision Model Situational Awareness Find and interpret cues Plan Explicit objectives (personal experience) RPD Formal (consideration of options) (shared experience) Procedure Value-based (emotive trigger) SPAR Decision making model developed by Senior Fire Officer and academic Dr David Launder from Metropolitan Fire Service in South Australia (ref). Launder, D., Perry, C. (2014). "A study identifying factors influencing decision making in dynamic emergencies like urban fire and rescue settings". International Journal of Emergency Services, Vol. 3 Iss: 2, pp.144 - 161 Review Evaluate decisions Action Implement decision Adapted from Launder & Perry 2014

E-learning course was created   https://moodle.hitsa.ee/course/view.php?id=16212

6 hours training day (n=55) 1.5 hours lecture for 4 people to discuss learning from e-learning course 1.5 hours training scenario with one instructor 1.5 hours assessment scenario with two instructors 220 first level incident commanders trained so far, of the 360 employed.

Dynamic phase of incident http://www.xvrsim.com/

After dynamic phase of incident Discussion and reflection about the incident response with assessor using Effective Command methodology

Certificate is created and assessment data stored in Effective Command site

Questions to discuss Does this type of training enhance mental strength? How to get more teachers to use the virtual simulation tools to create dynamic and complex scenarios? What are the tools or methods to train and assess incident commanders situational awareness?
