SFSP Backpack Demonstration Pilot 2011-2012 Ohio Selected as one of three states to participate! Six SFSP Sponsors selected: Ashtabula Children Services, Ashtabula County Andrews House, Delaware County Hamilton Living Waters Ministry, Butler County Hocking, Athens, Perry Community Action Partnership Scioto County Community Action Organization Whole Again International, Hamilton County GREAT NEWS! This program has been extended for the Summer of 2013! (Ashtabula Children Services & Hamilton Living Waters decided not to continue)

Summer Weekend Meals Program – WOW!! 10,000 children received weekend meals for 10 weeks throughout Ohio during the summer of 2012. Funded by Governor Kasich and his the Office of Faith Based and Community Initiatives.

The partnership continues with the Governor’s Faith Based and Community Initiatives in 2013! Providing Summer Weekend Meals for the counties in greatest need. New pilot- Rural Delivery Meals to children that do not have transportation or live far from existing SFSP sites.

SFSP Program Overview Established by congress to ensure that low-income children continue to receive nutritious meals when school is not in session. Eligible Participants: -All Children age 1 to 18 -Individuals age 19 to 21 years of age who have a mental or physical disability and are enrolled during the school year in a public or private non-profit school program

Ways to participate in the Summer Food Service Program: Become a Site (location where children are served) Become a Sponsor (ODE encourages all eligible schools to consider becoming sponsor) Become a food vendor for a sponsor Become a Volunteer at a site

Types of Organizations that can participate: *Must be a non-profit agency Public or private non-profit school food authority Public or private non-profit residential Camp Public or private non-profit college or university (NYSP or Upward Bound) A unit of local, county, municipal, State or Federal government Or any other type of private non-profit organization For-profit organizations can participate as a “site” if they meet eligibility requirements and have an open site for the community.

What’s new for 2013? The Healthy, Hunger-Free Kids Act of 2010: Removes limits on the number of sites that private nonprofit organizations may operate in SFSP. (removes 25 site limit) Requires Sponsors to offer a variety of fluid milk consistent with the Dietary Guidelines’ recommendations. (serve 1% & skim milk and 2% milk for children under 2 years of age) Provides funding to conduct demonstration projects to test alternative models for service delivery and benefit levels (backpack project & rural delivery) Do we need to talk about theseWill be included on applications: Sec. 102 – Categorical eligibility of foster Child. Expands categorical eligibility for free meals to a foster child who is the responsibility of the State or placed by court. SFSP Permanent Operating Agreements-Requires permanent agreements; describes the conditions for updates or termination. SFSP Disqualification- Directs USDA to establish disqualification requirements in SFSP similar to those in CACFP.

More New Items… USDA Memos: Offer Verses Serve (OVS) will be expanded to non-school sponsors. Children may decline one component at breakfast and up to two components at lunch or supper in order to minimize waste and contain costs. Recordkeeping will be extremely important. Meal time restriction waiver- sponsors will established serving times but will not be required to ensure that specific time periods elapse between meal services (ie. 3 hrs. elapse between Breakfast & Lunch) Sponsors will be required to provide a plan for inclement weather and explain how they will disseminate this information to the community in the 2013 SFSP application

Ohio SFSP Sponsors must meet local health department requirements… All SFSP sponsors preparing their own meals must has a food service license or provide a waiver letter from their local health department. All SFSP sponsors transporting food must have a food service license.
