CYAR 2008-2012 The Children and Youth at Risk co-operation program has been developed within the framework of the Barents Co-operation as a result of a growing concern regarding marginalized children and youth in the region. CYAR 2008-2012 Protocol on intentions between the Ministry of Children, Equality and Social Inclusion (MCESI), Norway) and Arkhangelsk region for 2010-2012 On the way are agreements between MCESI and Murmansk region (MJP), Komi and Karelia republics for 2010-2012 Agreement between MJP (Norway) and Russian Ministry of Justice on the 3-years collaborative program. Among other important areas of collaboration are juvenile offenders and crime prevention, rehabilitation and resocialisation, alternatives to prison punishment for young offenders.
