LachanceDow Restricted chemical safety: boundary conditions sustainable production and consumption SP is not about producing less but producing cleaner SC is not about consuming less but consuming smarter hazard versus risk: a false debate? the real debate is about conditions of exposure… …which translates into societal acceptance of risk… …and setting the precautionary threshold accordingly data as knowledge: giving meaning to numbers putting data into the public domain is a necessary condition to building public confidence in chemical safety… …but raw emission data or results of biomonitoring do not automatically translate into knowledge and understanding about effects, and in and by themselves do not set parameters for minimizing risk

LachanceDow Restricted chemical safety: the agenda (continued) coming to grip with chemicals in products manufactured products are global in nature and traded globally international community is struggling with PPM, contaminants, lifecycle issues, social equity, etc… collectively, we need to think through the appropriate responses, which by definition will need to be internationally coordinated creating the right signals for market responses de-selection and substitution is happening in the marketplace… …but is it always happening constructively, and is it contributing to the overall chemical safety vision? the problem of stigma and lists Capacity building: increase the capacity to take appropriate action in an integrated world, chemical safety is as robust as the weakest link contextualize emission and biomonitoring data support international action the Strategic Action for International Chemical Management (SAICM) is defining the agenda for closing chemical safety gaps The International Forum for Chemical Safety is driving an international program of action

LachanceDow Restricted the way forward: CEPA 99 review sound architecture: fine-tuning only categorization of existing chemicals is leading edge: next phase will be RA/RM - international collaboration will be key to deal with significant burden tool box approach to risk management: more use of economic instruments equivalency agreements: synchronization is important some aspects to focus on in the review: Smart regulations mindset needs to be integrated in CEPA99 »CEPA itself should provide the optimal mix of incentives and disincentives by giving risk managers easy access to the largest possible tool box »CEPA should also enable use of the most effective tool by the best situated to act »CEPA should ensure that all decisions are transparent and that the Ministers of the Environment and Health remain accountable for ensuring that toxic substances are managed effectively information: move from data base to knowledge base »Reinstate State of the Environment Reporting and add link to State of Health Reporting minimize market overreactions : the stigma issue associated with listing of CEPA toxic needs to be addressed: context setting for schedule 1 listings would help; removing the label CEPA toxic would help even more Need clear authority to manage risks over full life cycle of products

LachanceDow Restricted Conclusion chemical safety is an international priority total commitment to this agenda by global chemical industry the vision is sound we are not there yet, but we are making progress boundary conditions need to be managed to avoid getting lost in the weeds transparency is paramount stakeholder dialogue is essential market forces need to be harnessed supply chain perspective needs to be inserted in a lifecycle approach to meet chemical safety goals – EC SST is an interesting development
