English Learner Advisory Committee: Training An explanation of an English Learner Advisory Committee’s role, purpose, and requirements.

Requirement Each California public school, grades kindergarten through 12, with 21 or more English learners must form a functioning English Learner Advisory Committee (ELAC) that meets the following requirements:

English Learner Advisory Committee (ELAC) (a) Parent members are elected by parents or guardians of ELs (Title 5, California Code of Regulations (5 CCR) section (§) 11308[b].) (b) Parents of ELs constitute at least the same percentage of the committee membership as their children represent of the student body (California Education Code (EC) § 52176[b].)

English Learner Advisory Committee (ELAC) (c) The ELAC shall be responsible for assisting in the development of the school-wide needs assessment, and ways to make parents aware of the importance of regular school attendance (5 CCR § 11308[c][2]; EC § 52176[c].) (d) The ELAC shall advise the principal and staff in the development of a site plan for ELs and submitting the plan to the school site council for consideration of inclusion in the Single Plan for Student Achievement (SPSA) (EC sections (§§) 52176[c], 64001[a].)

English Learner Advisory Committee (ELAC) (e) The ELAC receives training materials and training, planned in full consultation with committee members, to assist members in carrying out their legal responsibilities (5 CCR § 11308[d].)

English Learner Advisory Committee (ELAC) 4.1 A school may designate an existing school level advisory committee, or subcommittee of such advisory committee, to fulfill the legal responsibilities of ELAC, if the advisory body meets the criteria in paragraph “b”, above. (EC § 52176[b]; 5 CCR § 11308[d].)  4.2 Each ELAC has the opportunity to elect at least one member to the District English Learner Advisory Committee (DELAC) or participants in a proportionate regional representation scheme when there are 31 or more ELACs in the district. (5 CCR § 11308[b].)

Responsibilities The ELAC shall be responsible for advising the principal and staff on programs and services for English learners and the School Site Council on the development of the Single Plan for Student Achievement (SPSA). The ELAC shall assist the school in the development of: The school's needs assessment. Ways to make parents aware of the importance of regular school attendance. Provide input and analysis of Parent Involvement.

Composition requirements Requirements for ELAC elections include: Parents of English learners comprise at least the same percentage of the ELAC membership as English learners constitute of the school’s total student population. For example, if 25 percent of the students in a school are English learners, then parents/guardians of English learners must comprise 25 percent of the ELAC membership. Other members of the ELAC can be parents/guardians, school staff, and /or community members as long as the minimum percentage requirement for EL parents is maintained.

Elections Parents or guardians of English learners must have an opportunity to elect the parent members to serve on the ELAC or subcommittee. Each ELAC shall have the opportunity to elect at least one member to the District English Learner Advisory Committee (DELAC).  Districts with 31 or more ELACs may use a system of proportional or regional representation.

Training The district shall provide for all ELAC members: Appropriate training and materials to assist each member carry out his or her legally required advisory responsibilities. Training planned in full consultation with ELAC members. Economic Impact Aid-Limited English Proficient and/or district funds may be used to cover costs of training and attendance of ELAC members. This may include costs for child care, translation services, meals, transportation, training cost, and other reasonable expenses.

SPSA/SSC/ELAC Meeting dates: Review of 2016-17 Input for 2017-18 TBD We will be discussing this tonight at our SSC meeting. TBD New funding: LCAP allocation of $10,000 to support closing the achievement gap. Needs assessment to be conducted.

Parent Notification All local educational agencies (LEAs) that are recipients of Title III funds are required, pursuant to Section 6312 of the Every Student Succeeds Act, to initially and annually notify the parents or guardians of each English learner student enrolled in a language acquisition program. The notification must take place (1) no later than 30 calendar days after the beginning of the school term or (2) for pupils who enroll mid-term, within two weeks of being placed in a program. Letters will be mailed home by this Friday, September 8, 2017
